Since the 19th National Congress of the Communist Party of China clearly put forward the “implementation of the healthy China strategy”,the medical reform has been continuously deepened.The state has new indicators for the quality,scale and utilization efficiency of internal resources of public hospital,which puts forward higher requirements for the reform of the medical and health system.In 2021,the“14th five year plan” clearly pointed out that “improve the training quality and scale of medical personnel and expand the scale of shortage doctors”,marking the arrival of the era of medical construction and an opportunity period for the reform and development of the structure of the health manpower system.Therefore,public hospital need to find a new way to improve their service level and service quality.The rational allocation of hospital human resources is the basis of the allocation of health human resources.The rationality of human resource allocation and the construction of talent echelon highlight the soft power of hospital development.Only a flexible and scientific human resource allocation scheme can give the hospital an inexhaustible driving force for spiral rise.However,in recent years,contradictions and many social problems indirectly caused by the imbalance of medical personnel allocation are also common,which seriously hinders the development of medical and health undertakings.This thesis selects x large public general hospital integrating medical treatment,teaching and scientific research as the research object of this thesis.Based on the relevant theories of human resource allocation,this thesis adopts the research method of combining theory with practical cases,analyzes the main problems of human resource allocation in X hospital,and puts forward corresponding countermeasures.Firstly,it combs and analyzes the relevant policies of human resource allocation in public hospital,and examines the policy environment and current situation of human resource allocation in public hospital through the analysis of the national health system and the current situation of human resource allocation in Jiangsu Province.Secondly,through the case study method,combined with the actual data,this thesis analyzes the current situation of human resource allocation in X public hospital,summarizes the main problems,analyzes the reasons,and finally puts forward the corresponding countermeasures.It is found that x public hospital mainly has some main problems in human resource allocation,such as poor rationality of organizational structure,unreasonable post allocation,inflexible recruitment mechanism,disharmony of deployment mechanism,too many types of employment forms,poor personnel standardization and so on.And put forward the corresponding strategic plan,put forward the strategy of human resource allocation optimization,strive for the support of policy environment,update the traditional employment concept,reform the organizational structure,build a modern human resource management framework and introduce the competition mechanism.The research results of this thesis play a certain role in improving the human resource allocation of public general hospital,adapting to the policy environment of medical reform and improving the sustainable development ability of hospital,in order to have a certain reference significance for the reform of other hospital in China.
