| The outbreak of COVID-19 in early 2020 has a great impact on economic development,social stability,public health and other aspects.Although the current situation of epidemic prevention and control is generally improving,the global epidemic is still prevalent and the virus is still mutating.How to enhance the emergency management ability of governments at all levels has become an urgent problem to be solved.This paper makes an in-depth study on how the county-level municipal government can better deal with public health emergencies,which provide decision-making basis for improving the emergency management ability of sudden public health events.By consulting relevant policies(as of October 31,2022),periodicals and literatures,the research status of emergency management ability of public health emergencies at home and abroad is summarized;Based on 4R theory,the index system is constructed by AHP,experts are invited to give weight to the index,and the index weight is obtained after calculation.The fuzzy comprehensive evaluation method is used to evaluate the emergency management ability of public health emergencies in Jian ’ou City.The results are as follows: the final score of the emergency management ability of public health emergencies in Jian ’ou City is 6.0400 points,ranging from 5 to 7 points,which is between general and good.From the evaluation results and in-depth interview data,it is found that the emergency management capacity of Jian’ou City in public health emergencies has revealed some shortcomings,such as the weak practicability of emergency plans,the weak contingent of emergency professionals,the imperfect emergency organization system,and the imperfect post-disaster evaluation mechanism.Finally,according to local conditions,put forward practical suggestions such as improving the management system,strengthening the construction of talent team,establishing an effective prevention and control response system,and paying attention to post-crisis recovery. |
