| The prevention and control of infectious diseases in children is an important element and a fundamental guarantee for the development of national child care services.Children in kindergartens are at high risk of infectious diseases.In order to adapt the prevention and control of infectious diseases among children in kindergartens to the needs of the current policy of collaboration and integration of health care and prevention.This study aims to understand the current situation of collaborative prevention and control of childhood infectious diseases in kindergartens in Luzhou,and to explore the construction of a model of collaborative management mechanism for the prevention and control of childhood infectious diseases in kindergartens in the region,in order to maintain and realize public values,reduce the risk of potential childhood infectious diseases,and promote the physical and mental health of children.This study draws on research findings from domestic and international literature,as well as the inspiration from the prevention and control of the new epidemic,we also attempt to analyse the four counties and three districts of Luzhou,taking the Health Bureau,the Education Bureau,the CDC,some medical institutions and kindergartens as research subjects from both the subjective and objective levels.The study is based on the theory of collaborative governance and the "four systems" of organisational system,management system,resource allocation system and functional service system.We aims to study the current situation of collaborative prevention and control of infectious diseases among children in kindergartens,and the shortcomings of collaborative prevention and control of infectious diseases among children.Based on the current infectious disease prevention and control system in China,a model of collaborative governance mechanism for the prevention and control of infectious diseases among kindergarten children is explored under the theory of multi-dimensional shared governance,and recommendations for multi-dimensional integrated prevention and control governance are put forward.The analysis of the current situation of collaborative prevention and control of infectious diseases among children in kindergartens in Luzhou revealed the following deficiencies in the collaborative management of infectious diseases among children in kindergartens in Luzhou: the organizational system is not sound,the responsibilities of each collaborative institution are not clear,the management and operation system does not pay enough attention to the prevention and control of infectious diseases among children in kindergartens,the leadership is not clear,the communication between the collaborative institutions is poor,the collaborative management faces many difficulties,and the relevant management system is not sound.Problems with the resource allocation system include inadequate staffing for prevention and control,insufficient training in prevention and control operations,lack of financial support and a comprehensive material security system;the lack of an information sharing platform for the functional service system,the lack of a fully established direct network reporting system for children’s infectious diseases,and the uneven establishment of an infectious disease monitoring and early warning mechanism in various institutions.In order to further optimize the collaborative governance mechanism for the prevention and control of infectious diseases among children in kindergartens in Luzhou,drawing on the studies of various scholars and the experiences of other countries,and combining the opinions of survey respondents,this study constructs a collaborative governance mechanism for the prevention and control of infectious diseases among children in kindergartens.This includes the following specific areas: in terms of the organisational system,there is a need for multi-disciplinary participation and clear responsibilities to achieve efficient decision-making and action on prevention and control;in terms of the management and operation system,a management synergy based on the authority of the position is established,relevant systems are improved,prevention and control enforcement is strengthened,and trust is built and communication channels are opened.In terms of the resource allocation system,we should strengthen the human resources team,enhance the capacity of coordination,provide full-time prevention and control personnel,improve the construction of public finance coordination mechanisms and material guarantee mechanisms,guarantee the professionalism and efficiency of prevention and control work,prevent the spread and epidemic of infectious diseases,and achieve In terms of functional services,relying on the data and information era,we will build a network information platform for collaborative prevention and control governance,fully popularize the direct reporting system for infectious diseases on the Internet,and improve the automatic early warning information system for children’s infectious diseases,so as to achieve convenient access to information,precise and scientific prevention and control measures,and collaborative network opinion guidance.This study constructs a model of collaborative governance mechanism for the prevention and control of infectious diseases among children in kindergartens in Luzhou,and proposes the governance recommendations of "improving the organisational system of collaborative governance,innovating the management and operation mechanism of collaborative governance for prevention and control,optimising the resource allocation system of collaborative governance for prevention and control,and improving the functional service system of collaborative governance for prevention and control",so as to give full play to the collaborative governance role of various institutions in the prevention and control of infectious diseases among children in kindergartens,to implement the prevention and control of infectious diseases among children in a more efficient manner,and to better protect the key population of children.
