Research On The Status Quo And Countermeasures Of AIDS Prevention And Control In L From The Perspective Of Collaborative Governance Theory

AIDS is seriously endangering human health and economic and social development,and AIDS prevention and treatment is not only a public health issue,but also a problem for social governance.AIDS prevention and treatment shall rely on joint effort from the government,professional institutions,social organizations and the public to build a network featuring "government leadership,functioning departments and whole society participation".However,the current situation of AIDS is still critical,and prevention and treatment needs still to be strengthened.With the development of the new public administration,the collaborative governance theory plays an increasingly important role in the governance of social affairs.Ever since conformation of the first AIDS case in L in 1996,the epidemic situation has shown an unpromising worsening trend,and prevention and treatment is obviously insufficient.This research collects the policy,prevention system and results of L by means of literature research,questionnaire survey and interview.From the perspective of collaborative governance theory,this article analyses problems existing in the AIDS prevention and treatment in L from the aspects of system,collaborative governance and governing subject.It is discovered that the guarantee system of L is imperfect,prevention and treatment measures are difficult to carry out;the collaborative governance is not in tune,the joint force for prevention and treatment is not formed;the main responsibility of governance is not implemented,and the degree of collaborative governance is low.In view of the problems existing in AIDS prevention and treatment in L,the theory of collaborative governance is used to analyze the causes from three aspects of system,collaborative governance and governing subject.Taking the actual situation of L into consideration,it is proposed that L shall strengthen the organizational guarantee and optimize the working mechanism in the aspect of collaborative governance system;improve the prevention and treatment system and strengthen communication between governing subjects in the aspect of collaborative governance;and strengthen the sense of responsibility for governing subjects and ensure the responsibility implementation in the aspect of governing subject.
