Research On Countermeasures To Improve The Medical Insurance Participation Rate Of College Students In Chongqing

College students are an important talent pool in the country.Medical security of college students is related to their health,and may affect their family economic status,and has a great impact on the development of society.In 2009,Chongqing university students medical insurance implementation,has been more than 10 years.Although some achievements have been made in guaranteeing medical treatment for college students,the insurance rate has been declining year by year in the implementation process.Aiming at the problem of low medical insurance participation rate of college students in Chongqing,this paper applies the Smith policy implementation process model to analyze the reasons from the aspects of policy content,implementation agencies,target groups and policy environment.using a questionnaire,the selection of four different types of universities in chongqing in chongqing university student medical insurance rate is not high question thorough investigation,County and city health department managers,orgnaization of agency of insurance of the person in charge,responsible for the health of the person in charge of colleges and universities,it is concluded that low rates of a is the cause of health care policy content on the design is not perfect: ginseng voluntary principle,basic medical insurance system for college students’ health care and other social cohesion and college students’ health care treatment policy differences with the student actual demand;Secondly,the management ability of the executive institutions is insufficient: the universities lack the corresponding institutions,the service quality of the university hospitals is not high,the policy publicity is not in place,and the coordination ability between the government and universities is insufficient;Third,Weak awareness of health and medical insurance among target groups;Fourth,unfavorable environment for policy implementation,Most of the attention from all walks of life to college students is in employment or the improvement of their own quality,and the medical security of college students is neglected.Combined with the United States,Germany,the United Kingdom,Singapore college student medical insurance good methods,from the actual situation of Chongqing college students,corresponding to the government,universities,college students three main body to put forward the solution.To improve the medical insurance policy of college students in Chongqing,enhance the executive ability of the subject of the policy,improve the target group’s understanding of college students’ medical insurance,and create a social environment for college students to actively participate in the insurance to improve the insurance coverage rate of college students in Chongqing.
