Research On Local Government Behavior In COVID-19 Prevention And Control

With the joint efforts of the government and the people,the prevention and control of COVID-19 epidemic has achieved a major victory,and has now entered the stage of normalized prevention and control.In order to protect people’s health and safety,governments at all levels and various epidemic prevention personnel have taken measures to ensure the smooth implementation of epidemic prevention and control work,effectively curbed the spread of the epidemic and achieved remarkable results,and accumulated some epidemic prevention and control experience.However,as the epidemic is a public health emergency,the government still needs to further improve and improve in the process of policy formulation and implementation.In order to accumulate experience for local governments to follow up the normalization of epidemic prevention and control and respond to sudden public health events,this paper takes the prevention and control of COVID-19 as the background,selects the government behavior in epidemic prevention and control in Baota District,Yan’an City,including the process of local government public policy formulation,implementation,supervision and control,and performance evaluation as the research case,and explores the government action of local governments in the prevention and control of COVID-19 in the past three years through research and interviews,To sum up the experience of local governments in response to major public health emergencies and find deficiencies,and put forward targeted suggestions for optimizing government behavior and effective implementation path,so as to improve the governance capacity and level of local governments in response to public health emergencies.First,it defines the core concepts involved in this study;Put forward the main theoretical basis of the research,and understand the current situation and development trend of the research.It provides theoretical basis and preliminary results for the in-depth study of this paper.Secondly,the government behavior in epidemic prevention and control in Baota District,Yan’an City was investigated.Prepare investigation and interview forms,conduct field investigation on the government behavior in epidemic prevention and control of local governments,understand the government behavior performance and the people’s experience and views in epidemic prevention and control,and find out the work and effectiveness of local governments in epidemic prevention and control,but there are still emergency response capabilities and implementation capabilities of government staff to be improved in epidemic prevention and control,the district government’s self-organization is not fully developed,the emergency response talent team is lacking,and the normalization mechanism is not perfect The overall planning and coordination need to be improved;The causes are analyzed.Provide basis for suggestions.Finally,based on the previous research,problem finding and cause analysis,and referring to the effective behaviors of local governments at home and abroad in epidemic prevention and control,and combining with local realities,the paper puts forward suggestions to improve the government’s response to the epidemic: improve the normalization working mechanism and operating mechanism of epidemic prevention and control;Enrich prevention and control personnel to implement prevention and control resources;Guarantee the credibility of the government.
