It has been more than two years since the outbreak of pneumonia caused by the new corona virus(Hereinafter referred to as COVID-19)at the end of 2019.It has now led to a global pandemic,causing a huge crisis of life and health and immeasurable losses around the world.As a public health emergency with the fastest spread,the widest range of infections and the most difficult prevention and control since the founding of New China,the COVID-19 is a major test for our country’s emergency management system.It also a Key opportunities to identify problems and improve existing emergency management systems.In the context of the modernization of the national governance system and governance capacity,this research focuses on the actors who participated in the collaborative governance of this epidemic emergency,guided by the theory of collaborative governance and network governance.In practice,this research provides guidance for the cooperation of various governance entities in the public health emergency collaborative governance network,and helps to improve public health emergency management system of China.In theory,this research broadens the field of policy texts as research samples,while enriching the application scope of social network analysis methods in collaborative governance.The author firstly used the 165 joint document policies issued at the central level about the COVID-19 governance during the COVID-19 as the data source,extracted the 78 subjects of the document,and constructed a public health emergency emergency collaborative governance network according to the joint document relationship.Secondly,the social network analysis method is used to analyze the network from three levels: the overall network structure,the network cohesion subgroup and the network node.The cohesion and cohesion of the overall network were analyzed using the five indicators of network density,network correlation,network efficiency,small-world,and central potential;K-cluster and Concor model cohesion subgroup indicators were used to analyze the network Divide the small groups in the network and analyze the membership of the small groups and the relationship between the small groups;using three indicators of centrality,structural hole analysis,and core-edge analysis to analyze the influence of each governance subject on other subjects in the network,Control power,resources at hand,location in the network,whether it is an "intermediary" node,and the role it plays in the network.Finally,based on the results of the empirical analysis,the author links the actual situation of Public Health Emergency collaborative governance network and system of China,and analyzes the problems and causes of the Public Health Emergency Collaborative Governance Network from the macro,middle view and microscopic levels In-depth analysis,and put forward four practical optimization suggestions: 1.Establish a power and responsibility system in the emergency collaborative governance network;2.Strengthen the endogenous driving force and external thrust of the governance subjects to participate in collaboration;3.Improve the Synergy of policy formulation;4.Promote the normalization of collaborative emergency.
