Research On Collaborative Governance In Rural Health Promotion

At present,it is of great practical significance to crack the dilemma of rural health governance and explore the path of rural health governance.Based on the current situation of rural health governance in Y county of J Province,this thesis discusses the realistic predicament of rural health collaborative governance and analyzes its causes,and proposes the optimization path of rural health governance on this basis.hrough the analysis of the basic situation of rural health management in Y county of J Province,it is found that: Y County takes high-quality health development as the theme in recent years.By improving the medical and health system,enhancing the medical ability and health prevention function,it improves the rural health management ability,thus effectively reducing the health cost of rural residents,increasing the space for healthy behavior choice,promoting the health literacy of residents and enhancing the awareness of physical health care.The main body of rural health management in Y County includes government,market and society.Y County village health management has a certain degree of main body coordination and cooperation,but this kind of coordination is more superficial,rather than deep,is small-scale,rather than universal.It is difficult to form coordination among rural health governance subjects in Y county,and the main reasons include three aspects: first,the unequal status of governance subjects,the lack of trust between governance subjects and the lack of trust between governance subjects,resulting in the lack of cooperation and coordination consciousness of governance subjects;Second,due to the shortage of governance resources,the lack of targeted governance behavior and the lack of sustainability of governance behavior,it is difficult for governance behavior to play an effective role;Third,due to the lack of decision-making mechanism through consultation and joint contribution,the lack of supervision mechanism of governance behavior and governance coordination mechanism to be improved,leading to the unsound collaborative governance mechanism.In order to improve the efficiency of rural health governance,the only way is to take the road of collaborative governance,which needs to start from the following three aspects: First,it is necessary to promote the equality of the status of governance subjects,strengthen the coordination of governance subjects’ behaviors,and promote differentiated governance targets according to local conditions,so as to highlight the main body and enhance the "driving force" of health governance through the linkage between the top and the bottom.Second,it is necessary to integrate governance resources,improve the targeting of governance behavior,standardize the evaluation standards and methods of governance effectiveness,and establish the sustainability system of governance behavior,so as to integrate resources and cooperate with supply to enhance the "influence" of health governance.Third,it is necessary to establish the decision-making system of consultation and joint contribution,establish and perfect the governance behavior supervision mechanism and improve the cross-departmental organization collaborative governance model,so as to promote the improvement of rules and regulations and enhance the "internal power" of healthy governance.
