Research On Emergency Material Management In Public Hospitals Under Major Epidemics

Since the 21st century,the frequency of public health emergencies in countries around the world has become higher and higher,and the degree of harm to people has also increased.In order for public hospitals to play a full role in all aspects of responding to public health emergencies,the premise is the adequate guarantee of emergency supplies.A sound emergency material management system can not only minimize the damage and loss caused by public health emergencies,but also ensure the continuous supply of materials.However,judging from the actual disposal situation,both the prevention and control of the SARS epidemic in 2003 and the prevention and control of the new crown pneumonia epidemic have highlighted that public hospitals have been in a state of "out of stock" after the outbreak of public health emergencies.In the past 20 years,why has the emergency material management capacity of public hospitals in my country still not been substantially improved? Based on this,the paper uses the case analysis method and takes the 4R crisis management theory and the collaborative governance theory as the theoretical basis.After a long-term follow-up investigation of Z Hospital in X City,Hunan Province,it was found that after the SARS epidemic in 2003,public health emergencies received great attention from relevant departments in my country,but this attention has not been sustained,and relevant policy documents It has not been implemented,and such incidents have not occurred again for a long time,and people have once again relaxed their vigilance.The result is that in the early days of the outbreak of COVID-19,public hospitals in the eye of the storm were in short supply of emergency supplies,and medical staff had to make their own protective equipment to carry out medical treatment activities,which not only greatly reduced the efficiency of epidemic prevention and control,but also intensified medical care.Psychological panic of personnel.How can this situation be completely changed? Through the research and analysis of this paper,it is found that the shortage of emergency materials in public hospitals involves all social subjects.While the government plays a bottom-up role,public hospitals should also improve their own emergency materials management capabilities.In addition,other social subjects should also actively participate to jointly promote the development of emergency materials management in China.The analysis of how to improve the management capacity of emergency materials in public hospitals in this paper can not only enrich the relevant research,expand the index system for evaluating the management of emergency materials in public hospitals in my country,but also have important implications for how public hospitals in other regions and government departments manage emergency materials in the future.
