Study On Government Functions In The Development Of Combining Medical Care And Pension Of Institutional Elderly Care In B District Of Shanghai

With the deepening of the aging in our country and the weakening of the function of traditional family support,institutional elderly care has gradually become an important way of providing for the elderly today.At the same time,the health problems of the elderly are getting more and more attention,and the demand for medical services is increasing.The traditional pension institutions obviously cannot meet the new needs of the elderly,and the model of combining medical care and pension is coming out.Shanghai is the earliest and most aging city in China,and it has rich experience in exploring of combining medical care and pension.which has the characteristics of an aging city and the typical study of government responsibility.District B of Shanghai is selected as the research object,and the function and existing problems of the government in the combination of medical care and pension in this area are studied by interview method.First of all,it is clear that the government should assume the functions of planning,support,coordination and supervision.However,in the process of promoting the combination of medical care and pension in District B,there are some problems in the functions of the government,including the rationality of planning to be improved,the insufficient play of coordination functions,inadequate support,and the urgent need to improve the supervision mechanism.The existence of these problems have their own reasons,such as the government’s understanding of the combination of medical care and pension,the government’s lack of supply of professionals,the introduction of social forces is not in place,and the phenomenon of overlapping responsibilities has not been solved.In response to these problems and causes,we can improve government functions from four aspects: scientific planning,macro-guidance,increasing support,creating reliable guarantees,overall coordination,forming joint development forces,comprehensive supervision,and promoting standardized development.
