Study On The Impact Of Financial Transfer Payment On The Supply Of Basic Medical And Health Public Services

The supply of basic medical and health public services is related to the construction of a healthy China.As an important institutional means to make up for the financial resources of local governments,financial transfer payment has an important impact on the supply of basic medical and health public services of local governments.This paper calculates the supply level of basic medical and health public services in 31 provinces from 2011 to 2020 by using the entropy method.On this basis,this paper uses the panel Tobit model to explore the impact of financial transfer payment and different types of financial transfer payment on the supply of basic medical and health public services,and further studies the regional heterogeneity.The main research conclusions are as follows.The overall supply level of basic medical and health public services in China showed a fluctuating rise from 2011 to 2020.The overall supply level of the eastern region is the highest,followed by the central region and the western region.The supply level of different provinces varies greatly.The financial transfer payment has effectively improved the overall supply level of basic medical and health public services in China.The general transfer payment has a more positive role in promoting the supply of basic medical and health public services than the tax return.The special transfer payment has failed to improve the supply level of basic medical and health public services.The impact of financial transfer payment on basic medical and health public services has regional heterogeneity.Affected by the degree of inclination of financial transfer payment funds and regional development conditions,its positive promotion is the largest in the central region,followed by the eastern region,and the smallest in the western region.In view of the research conclusions of this paper,policy suggestions such as improving the design of financial transfer payment system,strengthening the performance evaluation of financial transfer payment and strengthening the supervision of financial transfer payment are put forward.
