The rapid development of today ’s society has made the outbreak of public health risks more sudden,the speed of transmission more rapid,the scope of impact more extensive,and the consequences more difficult to control.Therefore,the western educational circles put forward the theory of risk society.German sociologist Beck believes that social risk may become the biggest obstacle to social development.In China,as the basic unit of social governance,the governance of public health risks in communities is directly related to the overall governance level of social public risks.Therefore,resilient governance is very important for grassroots communities.Building resilient communities and improving the ability of society to respond to public health risks from the grassroots level is of great significance to the resilient governance of community public health risks in China.This paper comprehensively uses literature research method,questionnaire survey method,interview method and other research methods to study the resilient governance of community public health risk.First of all,this paper analyzes the concepts of resilience and resilient communities.According to relevant theories such as risk governance theory and crisis management theory,improving the resilience of community governance is the only way to resist public health risks.Secondly,this paper selects W community in Suzhou as the research object,analyzes the current situation of W community resilience construction from six dimensions,and studies its existing problems and causes.Finally,this paper puts forward the corresponding optimization path of resilience in dealing with public health risks.Starting from the six dimensions of system,structure,culture,technology,ability and resources,this paper attempts to realize changes in the aspects of governance subject and object,governance technology and means,governance aftereffect and long-term effect,in order to promote community resilient governance along multiple dimensions,that is,the strength of rigid governance,the diversity of co-governance,the recognition of flexible governance,the refinement of grid governance,the wisdom of platform technology,and the sustainability of long-term governance.Therefore,in the process of dealing with sudden,uncertain and complex public health risks,it presents new governance characteristics such as adaptability,elasticity and self-organization.
