At the early stage of major infectious diseases outbreak,due to the rapid development of the epidemic,limited medical resources,and many other factors,the lack of public sense of security becomes more severe than in any other period of the epidemic.In this context,the public often responds to the epidemic with negative emotions and irrational behaviors,which can easily lead to the expansion of the crisis and pose a more severe threat to public health and social harmony.Given this,this study conducts empirical research on the public sense of security at the early stage of major infectious diseases outbreak,scientifically analyzes its influencing factors,and proposes strategies to enhance the public sense of security on this basis,to construct a social crisis psychological governance mechanism with emergency response capacity building as the core,and providing an empirical reference for timely,reasonable,and effective enhancement of the public sense of security at the early stage of major infectious diseases outbreak in the future.This study takes the public sense of security at the early stage of major infectious diseases outbreak as the research object.It relies on the risk perception theory,risk communication theory,and collaborative governance theory and uses literature research,questionnaire survey,and statistical analysis methods,taking COVID-19 in Xi’an as an example to explore the influencing factors of the public sense of security at the early stage of major infectious diseases outbreak.Following the research idea of "theoretical analysis-model construction-model verification-policy recommendations" and based on the literature review,we divided the public sense of security into three dimensions: a sense of belonging,a sense of control,and satisfaction of safety needs,and combined the research results of domestic and foreign scholars to construct a model of the factors influencing the public sense of security at the early stage of major infectious diseases outbreak.A survey questionnaire was compiled and distributed based on mature security sense scales,receiving 782 valid questionnaires.Using SPSS22.0 for empirical analysis,methods such as independent sample T-test,one-way ANOVA,exploratory factor analysis,and multiple linear regression analysis were used to explore the influencing factors of the public sense of security at the early stage of major infectious diseases outbreak.The research results show that government response factors and media response factors are clustered in the influencing factor model.Age has a significant impact on the public sense of security in demographic variables.The order of the impact of various factors on the public sense of security is as follows: government and media response factors,crisis event factors,community response factors,individual emergency response capabilities,and age factors.These factors affect the three structural elements of the public sense of security differently.Based on these results,this study combines the theory of collaborative governance to propose measures to improve the public’s sense of belonging,control,and safety needs during the early outbreak of major infectious diseases: the government and media should improve the crisis intervention mechanism;communities should implement crisis intervention measures;the public should cultivate their awareness and ability to respond to crises,to enhance the overall level of the public sense of security more effectively.
