With the rapid economic and social development in the coastal areas, the marine ecological environment of coastal area has become increasingly acute. Land-based pollution in particular the industrial pollution along the coast is an important aspect of human impact on coastal zones. Mainly through rivers, groundwater and atmosphere, coastal areas focus a large number of land-based pollution, resulting in deterioration of water quality, change of ecosystem, frequent occurrence of red tide disaster. Coastal area of Jiangsu is one of the regions which possess the greatest potential for development, and speeding up coastal development is identified as the major strategic decisions of Jiangsu provincial government in the "Eleventh Five-Year" period. However, coastal development is not excavation along the coast, but the protection in the development and the development in the protection. The development of chemical industry is a general rule in industrial development; it is also an effective and key way to speed up economic recovery in North Jiangsu and to resolve livelihood issues. Rapid economic development may cause tremendous pressure on the environment, whether or not to choose the appropriate response measures to minimize the level of environmental degradation trend before the deterioration in the environment, thereby maintaining the rapid economic growth while not cause environmental problems which may become a factor of constraint to a new economic level. It is needed to strengthen studies of the regional environmental issues identification and evaluation.In the context of the environmental risk status for the development of chemical industry in coastal area, this article explores the environmental impact of chemical industry development and policy control. While promoting the development of the chemical industry in coastal areas, establish a viable regional environmental risk monitoring systems and control systemt, regional environmental risk evaluation and system optimization guide good and fast development of chemical industries in coastal areas and promote the environmental priority for coastal development to provide a scientific basis for decision-making.Specifically for building a regional-based chemical stress environmental risk evaluation model and control model for environmental systems, parks, coastal areas of Jiangsu Province, for example, the chemical industry in Jiangsu coastal development and the environmental sensitivity of Chemical Industry Park, analysis and environmental assessment of the status quo, achieve regional environmental status and trends of early-warning function, analysis of major chemical and chemical related industries along the coast of Lianyungang in Jiangsu Province, Yancheng, Nantong metastasis among the three cities, and through focusing on Environmental Management System Chemical Industrial Park, the coordinated development of various sub-systems dynamics model of environmental risk systems control.Choose productive investment ratio, the proportion of investment in technology, environmental protection and investment ratio; sewage treatment rate of investment, waste gas treatment rate of investment, solid waste treatment rate of investment in several of the indicators as Lianyungang Chemical Industrial Park, Environmental Systems control variables, set the time boundaries for the 2006~2015,2006, the base period for the simulation time step length la, to conduct simulation. Specific regulation of thinking: Option 1 is the status quo option, which is to maintain the existing status of the same, do not take any measures; Option 2 refers to the status quo on the basis of the program by adjusting the production, technology and environmental protection investment ratio to achieve the investment system optimization of internal structure and promote the sound development of the system; Option 3 is a program based on the two investment rates through the waste of adjustment, structural optimization of investment in environmental protection system, to further promote the overall system optimization. Simulation results show that the program is a three Lianyungang Chemical Industrial Park of environmental management is relatively the best option.In this study, innovation and the development of chemical industry in coastal areas of evaluation and control environmental risks of a preliminary attempt to model approach, similar research is now rarely seen at home and abroad is reported that enriched the field of regional environmental risk study the theory and technology. Study is further room for improvement, such as the issue of data and model parameters, to be in the future in-depth study and improved.
