Study On The Theory And Practice About The Eco-Construction In Region

It is a practice activity to carry out sustainable development strategy that constructing eco-environment in region ?a case study on Fujian province. In order to make the constructing eco-environment smoothly, the paper makes a series studies as followed. The index system frame that has been set up is composed of environmental economic development subsystem, support subsystem of ecology and resources, guarantee subsystem of society and culture. According to the theory of ecological carrying capacity, the whole province may be divided into three different kinds of ecological function districts by GIS. There are ecological excellent district, ecological fragile and ecological deterioration district. It provides scientific basis for the local environmental legislation guarantee for the constructing eco-environment in region. The mechanism of ecological compensation has been established through combining qualitative with quantitative analysis, and two examples are provided. One is the ecological compensation between the up reaches and the lower ones in a river valley; the other is the ecological compensation about the ecological public forests. Some suggestions are put forward. By means of adding the physical science to the social one, the paper studies the local environmental legislation guarantee for the constructing eco-environment in region. The frame system includes the legislation guarantee for the mechanism of ecological compensation, ecological function districts, as well as the system of rewards and punishments. The study results could be used as the scientific basis of guiding the constructing eco-environment in region. It is also a good try to combining physical science with social to study the constructing eco-environment in region.
