Study On Decision Making Of Systematic Disposal And Marketization Of MSW

With the speeding-up of citification, the problem of municipal solid waste has beenrising. The efficient refuse-handing is the responsibility of the municipal administrationand environmental protection department and economic development, and a subject ofscientific and economic research. The essay systematically analyzes the factors thatinfluence the optimization of refuse-handing technology system; explores thedecision-making procedure of municipal refuse-handing system and the economicefficiency of the refuse-handing industries; concerning the features of managing andplanning of municipal refuse-handing, and project decision-making, constructs thesystematically optimizing thinking and model; puts forward the general train of thoughtand implement plan for the marketization reform of the refuse-handing , which aresuccessfully applied to the first marketization (BOT) project of municipalrefuse-handing called Chongqing Tongxing Incineration Plant in China. The results of the research on the features of the decision-making and optimizationof municipal refuse handing and administration system show: 1. The problem of municipal solid waste will be with us forever; the administrationof municipal solid waste is mainly affected by the nature, traditional living habits andeconomic development level of cities; technical development may be the main cause ofthe increase of refuse quantity, our current economic growth model doesn't discouragebut encourage the increase of refuse quantity. 2. At present the task of the administration of municipal solid waste is to controlthe final procedure and the result with limited finances; the principle of refusemanagement is reclamation, harmless and reducing quantity, among which harmless isthe key and reclamation comes second; reducing quality has two differentunderstandings and should not be mixed up.3. Every refuse-handing technology has its applicability and supporting conditions and is not betterthan the other itself absolutely; its development and application are affected by technology, traditions,administration, economy, subjects, scale of projects, time, etc, above all economy is the dominantfactor; with the influence of the public and the market, the most suitable technology will be appliedand develop rapidly; to some extent, with the regard to the choice of the public and the price, themarket will promote the rapid development of the most suitable technology. 4. As a systematic project, municipal refuse-handing involves not only the finalhanding technology or combination of several techniques, but also the social system andthe mentality of people; before making decisions the range and content must be ensured;now the decision-making of refuse-handing in cities involves more about the choosing III重庆大学博士学位论文and combining of techniques. 5. A systematic decision-making should include four steps: first, research andensure the standard preconditions, scale of the project and financial support; second, seeif scientific and objective statistics can be obtained; then, choose suitable estimatingmethods, that is to say, mathematic methods, and there can't be just one way; finally,show the result of the research and estimate to the administrative department or thepeople and give the right of decision to them. The research and practice on the marketization reform of the refuse-handingindustry show that it is feasible to introduce the competitive mechanism in this industry,which can lighten the direct financial burden of the government and improve theefficiency of the construction and operation as well .It is the best way to improve thewhole efficiency of the refuse-handing industry.
