Research On The Solution To Problems In Solid Waste Disposal In Shaoyang City

Due to its low revenue,the government department that is related to municipal solid waste(MSW)disposal in Shaoyang city is usually unable to construct large sized infrastructures.The construction fund for the infrastructures depends largely on the financial investments from both of the central government and the local government.Thus,infrastructures in Shaoyang city for MSW disposal are much less than that in large cities.The stock of the MSW is getting larger and larger.The components of the MSW,infrastructures for MSW and the management of MSW disposal in this city is investigated in this paper.It has been found that problems including high operating costs and low efficiency exist commonly.Reasons of these problems have also been analyzed.Besides the low financial investment,low rate of garbage classification,unreasonable allocation of resources and the unreasonable function organization of related department are three main reasons that cause these problems.To seek the solution to current problems in MSW disposal of Shaoyang city,the MSW disposal modes in foreign cities and domestic cities have been studied in this paper.It has been concluded that the marketization can optimize the allocation of the resources,decrease the cost of the disposal and increase the efficiency.Furthermore,the marketization can introduce the private capital and alleviate the pressure of government investments.Considering the present situation of the MSW disposal in Shaoyang city,it is suggested that marketization of MSW disposal could efficiently solve current problems.In order to find the efficient operation mode of MSW disposal in Shaoyang city,three popular modes have been discussed in this paper.It has been concluded that constructing infrastructure for MSW disposal through debt will increase the risk of the government's debt paying ability.In the built operation transfer(BOT)mode,the pressure of government investment is low.At the operation stage,however,the supervision from government is usually weak due to the lack of participation of government.In the public private partnership(PPP)mode,each participant can operate its own field.The efficiency of the program can be maximized and the cost can be minimized.Thus,it is suggested that marketization of the MSW disposal including garbage collection and transportation,harmless treat and resource reuse through a PPP mode is a feasible choice for MSW disposal public service supplying in Shaoyang city.
