Municipal domestic waste disposal fee system in this paper mainly refers to administrative charges, environmental protection administration agency or units authorized by laws and regulations charges fees from garbage generators and dischargers, which will be used for garbage disposal and recycling. Municipal domestic waste disposal fee system is an exemplification for"Polluter-pays principle",not only providing sufficient capital for garbage disposal, but also promoting garbage reducing and recycling through increasing public environmental awareness.Legislations on municipal domestic waste disposal fee system in our country have been formed. However, problems also exist, such as low legislation levels, principled regulations, non-uniform standards, quotas charging system, imperfect legal responsibility mechanisms and so on, Some cities also appears recurring charges and other improper phenomenon. While on the whole, the levied rate and practical contributing rate are too low, and the use of charges lacks supervision, which will lead to inefficient for garbage management.As an important economic system to realize recycling, the establishment and implementation of municipal domestic waste disposal fee system is benefit for garbage reducing, reusing and recycling in the process of production, circulation and consumption, which plays an important role on Circular economy' s development. According to the externality theory, this system is designed to use economic stimulus methods to control waste pollution; environmental problems arising from garbage emission were reflected and internalized by market prices. Waste discharge as a "quasi-public affairs", it can be supplied by market, and also by government directly, our government as the supplier can choose to cover its cost by charging. If we use"Cost-Effectiveness Analysis"for this system selection, we can easily find that pricing for garbage collection and disposal is the best choice for garbage management. Both practical experiences in our every province and successful experiences from other countries provide a feasible foundation for our system perfection. It's unnecessary to take municipal domestic waste disposal fee system into laws, because its flexibility and operability will be affected. Therefore, we can begin with department regulations and local legislation, confirming the authorized agencies and ways to charging, changing the quotas charging system into measured charging system, using multi-channel (such as the bank collection system) to assure the contributing rate, building a perfect municipal domestic waste disposal fee system, introducing the rewards and punishment mechanism, strengthening public supervision to prevent agencies or individuals to use charges illegally without authorization. In addition, legal responsibility should be stricter, especially on producers, garbage dischargers, authorized agencies and individuals who have responsibility to pay for garbage discharge.
