The coastal cities play an important part in the progress of our society development and economic reform. They have been the centers of economic and politics because of overpopulated, large scale industry and large-scale economy and the comprehensive value. Of course, the coastal city public safety is important qualification of sustainable development of our country. However, there are some problems of coastal city public safety arising in course of city structure in which the society intervenes excessively the nature and results a severity conflict between human and environment.The factors, which threaten coastal city public safety, consist mostly of accidents, events and disasters. The sustainable development of city is faced fatal challenge because of the possibility of accidents, events and disasters. And the city public safety system of our country was been built under the condition of planned economy. The single management mode according to the kind of different disasters showed a clear limitation. The functions of these systems are too simple to prevent and control the comprehensive disaster. It can't be adapted to the requirements of modern city, especially under the condition of market economy. Great efforts should be made to improve or restructure the coastal city public safety system in order to meet the urgent needs of the modern city development.A perfect city safety system structure should be guide by the government through lawmaking, mechanism innovation and system restructure based on the requirements of prevention, prediction, emergency reaction and recovery. This project analyzes the relation between the city public safety and sustainable development according to city public safety status. It discusses the mutuality factors of city public safety and clarify that the city public safety is the basic requirement of sustainable development. The main work is as following:The characteristics of city public safety system are analyzed using systematology to consider the integration, dynamic correlation, pre-decision, multi-layer etc. The optimization approach of the city public safety system is put forward base on the investigation of corresponding structure and factors.An idea employing the Dissipative Structure Theory in the structure of city disaster prevention system is presented based on the analysis of the urban disaster system properties. The relative informing measurements, such as opening system, introducing competition mechanism and enhancing non-linearity relation among departments as well as the principleof fluctuation, open and nonequilibrium are suggested according to the Dissipative Structure Theory.The limitation of the general forecast method and necessity of accident and disaster prediction by using catastrophe theory are contrastively analyzed. The optimization catastrophe model of forecasting the accident and disaster based on the thought of catastrophe theory are built up. It expatiates the application of catastrophe in the accident and disaster forecast and provides 7 functions to express the elementary saltation model and dissertate fastigium catastrophe mechanism. The fundamental of eat and flow of the city disaster prevention build and reform, opening and imbalance is emphasized in the models according to the characteristics of the fatal unexpected accidents.Combine the spatial information technology and cyber-net technology, Qingdao city public safety system outline is design according to the requirements of standard efficiency, resources share and system reliability. So called 4+2 mode that is prevention, forecast, emergency reaction and post-process plus safety assessment and planning is proposed, by which the availability of the city public safety system will be greatly improved.
