Study On Theory And Practice On Public Participation Of Yellow Sea Environmental Protection In Dalian

At present, the pollution of the marine has aroused the concern of people on the marine, and the developing of ocean economy make the people realize that more attention should be paid on promoting the development of the marine research. Under the guidance of the theory of integrative coast management, different contries, regions and industries join the action to protect the common sea, which greatly accelerate the process of marine protection work.At the same time, a large number of theoretical study on public participation push forward the implementation of the protection work. How to encourage more people understand the marine environmental protection knowledge and take part in the work of marine protection are the problems which the paper tries to resolve.In this paper, with the project of large marine ecosystem of Yellow Sea, a great deal of theoretical and practical research which focused around the public participation in Dalian City Yellow Sea coast have been made. The main work are as follows:First, by analyzing the existing successful public participation cases, it come to the conclusion: the start and the reason for public participation decide the public participate manner. Then the government's policies and sustainment, environmental non-government orgnizations' planning, experts' technical supporting, as well as the propaganda and the direction of media are the important factors to promote public participation in environmental protection successfully.Secondly, after collecting and analyzing a lot of ocean-related policies, the paper simplifies and redefines the residents' characters according to the marine with the function of development and utilization. People belonging to the fishing industry, the aquaculture industry are identified as: fishermen, farmers, and people corresponding to the ports, tourism and living areas are identified as: the people who pay attention to the environmental impact of the port projects, bathing places' operators and communities consumers who consume surrounding seas. Finally, designs a variety of public participation programmes for different residents in the coastal cities, with the consultation of marine management and the views of the public. The fishing industry is focused on promoting the fishermens' capability of self-management and joining the administration involved in the work, and the action belongs to the areas of environmental decision-making. Aquaculture industry focused on possetion and maintenance about the economic interests, and the action belongs to the areas of green consumption and environmental rights. The form and content of participation for various people in the port areas, bathing places and living areas are decided by the various ranges: environmental decision-making, green consumption, and green marketing planning. At last, Hope to support some reference for public participation in marine environmental protection work in other coastal city in China.
