Research On Urban Village Transformation Basing On Eco-city Building

The acceleration of urbanization, has promoted the rapid economic and social development, but also has made more and more people living in cities, cities have become mankind's principal place of residence. What is the relationship between economic development and urban pollution? Economists and sociologists agree currently that the comparison is the inverted U-shaped Kuznets curve. What is the ideal residence of human? What is the urban development direction? Through summarizing both positive and negative lessons of the urban development, in particular, reflecting on long-term urban problems and crises in recent years, the bearing capacity of existing city has limit, eco-city become the direction of urban development and the eco-settlements become the ideal home, those are generally recognized. In recent years, the theoretical study and practice on eco-city building have rapidly developed, formed a relatively systematic theory. The requirements and objectives of eco-city building in the economic, social, environmental, have been gradually clear. There have also built a number of characteristics different eco-cities at home and abroad. A large number of cities are striving for "eco-city" in accordance with the requirements of eco-city building. China is in the period of speeding up urbanization development. For most cities, the important taskes are building. Therefore, eco-city building works hard in addition to maintainining and rectifying the old town, but also building on the new city. Urban villages transformation as an important channel for the building on the new city, it should be an important component of eco-city building, must follow ecological concepts. This is the main content of Chapter 1 and Chapter 2.The Chapter 3, Chapter 4 and Chapter 5 in this paper indicate that the model-Government-guiding, villagers-voluntary and developers-participating is the best of urban villages transformation at present. Then, these chapters focus on the ecological protection before, during and after urban villages transformation, and give the relevant major measures to be taken. So, before transformating, we must control the pollution, during that we must improve the ecological environment and make up the ecological outstanding problems through building ecological settlements, after transforming we must strengthen urban management and property management. Then the sustained regional ecology can achieve and be long-term. Through taking these measures, ecological imprinting can be reduced, the Kuznets curve can move to the down left. Because the essence of urban villages is interest issues, and the process of transformation is the one of adjustment to the main participants' interest, so to make urban village transformation into the ecological settlements following the idea of this paper, local governments must change their functions and roles into strengthening coordination and scheduling to developers and villagers, overall planning and formulating programmes of villages transformation, strengthening supervision of the process, and ensuring that all urban villages transformation can consider to economic, social and ecological benefits, according with the requirements of eco-city building.Theory comes from practice and eventually applies to practice, verifies itself through practice. Therefore, in construction with the actual situation of the author's research focus---Licang District in Qingdao, and with the inherent requirements of eco-city and the building standards of eco-settlement, Chapter 6 of this paper orders and designs the index system of urban village transformation basing on eco-city building, from four aspects(feasibility, social, economy and environment), and proposes the ideas and concrete measures and advices of urban village transformation basing on eco-city building. The author hopes that the theoretical achievements of this study become a lively practice of transformating urban villages and constructing ecological settlements through himself in-depth study and personal practice, to Licang District reaching the turning point of the Kuznets curve in the lower level of economic development, to achieving scientific and harmonious development.
