The Environmental Kuznets Curve (EKC) hypothesis, which came to be know by analogy with the income-inequality relationship postulated by Simon Kuznets (1955), proposes that there is an inverted-U shape relation between environmental quality and economic growth. This had been taken to imply that economic growth will eventually redress the environmental impacts of the early stages of economic development. The whole paper, in which was applied with the regression analysis method and SPSS, Eviews, Excel software system, was based on the theory of the Environmental Kuznets Curve to study the interrelation between atmosphere environmental quality, discharge amount of the industrial"three waste"and economy development during 1986-2005 in Wuhan city.Firstly, the concepts of the basic theory, peak dot, interval in a dilemma and interval of profit each other were outlined. In view of the Environmental Kuznets Curve, the works of statistics and analysis made by the researches at home and abroad were summarized. In addition, the situation of economy and environment in Wuhan city were introduced. In the situation of economy, the structure of economy and energy sources was mainly presented. In the situation of environment, the atmosphere quality, the industrial"three waste"and water quality were stated.Secondly, the interrelation between the atmosphere environment pollutants (SO2, NOx, TSP) , the atmosphere pollution integrated index P, the index of industrial"three waste"and the related factor of economic development was analyzed. With the regression analysis method, some calculating models was established. We choose the best model through the method of statistic analysis. According to the best model, the impaction of economic development on the environment index was analyzed. The study presents evidence that NOx whose evolution might be compatible with the EKC hypothesis, but the relationship between economic development and three other types of index (SO2,TSP,integrated index P) not only depends on the per capital GDP but also depends on many factors. Just like industrial structure, energy structure, the quantity of motor vehicles and so on. The SO2 emission intensity tends to increases as per capital GDP increases and the ratio of service played an important role in reduction of SO2 emission. The TSP emission shows an negative relationship with per capital GDP, while the increase in coal use worked in opposite direction. The atmosphere pollution integrated index P also shows an negative relationship with per capital GDP, while the increase in quantity of motor vehicles and coal use had a positive relationship. Although the NOx and TSP emission tend to decrease, the SO2 emission and the atmosphere pollution integrated index P still displayed a trend to increase. So we have to adopt some measure to make the quality of atmosphere better. The discharge amount of industrial"three waste"(except the discharge amount of industrial solid waste) all might be compatible with the EKC hypothesis. Except the discharge of industrial waste gas and industrial solid waste, other index all displayed the trend of decline. The environmental pollution of industry was under control.Finally, according to the main factors influencing the Environmental Kuznets Curve, the concrete suggests and measures for improving environmental quality were proposed. The main measure were change industrial structure, change energy structure, improve technological level and strengthen the environmental management.
