As one of the international cooperation mechanisms for all the nations to cope with the global climate change, to reduce the greenhouse effect, and to protect the natural environment of human existence, Clean Development Mechanism (CDM) has been more and more widely applied to many fields. However, with the deeper practice, many problems on deeper levels have come to occur, and it is highly needed to seek for more effective solutions to them. Therefore, high level requirements are raised for the study concerning CDM. Under this background, on the basis of many research achievements at home and abroad, this dissertation conducts more systematic research on the evaluation methods of the sustainable development capacity of CDM projects and establishes the corresponding evaluation model. The model offers more direct, more reliable and more effective evaluation means for the development of CDM projects on the actual operation level, and positively promotes the national sustainable development of CDM projects. The dissertation focuses on the followings:Firstly, this dissertation analyzes the background, the purpose, trends and the latest research achievements at home and abroad of CDM and summarizes its core theory and main functions. Comprehensively using the sustainable development theory, the project evaluation theory and the multi-objective decision theory, this dissertation conducts a deeper study on the issue of CDM projects sustainability and designs the corresponding evaluation system and the process.Secondly, from the perspective of sustainable development, on the basis of studying CDM project peculiarity, this dissertation analyzes the function issue that CDM sustainable development capacity should include the development capacity, the coordination capacity and the sustainable capacity. It also establishes the evaluation method for measuring the sustainable development capacity of CDM projects by taking the datum line as a reference and by comparing CDM projects with the datum line projects.Thirdly, this dissertation establishes a set of evaluation index system which objectively and truly reflects the sustainable characteristics of CDM projects, which has normative function and which covers the sustainable capacity of CDM projects including the development capacity, the coordination capacity and the sustainable capacity.Fourthly, this dissertation constructs the evaluation model of the sustainable development capacity of CDM projects. The model, based on the multi-objective decision theory and the utility theory, establishes the evaluation model matrix. It offers the method with practical value for the sustainable development capacity evaluation of CDM projects, which enables the complicated process of selecting projects to become the simplified one of seeking for solutions to the optimum problem and enables the highly generalized whole target of the sustainable development to turn into the concrete target available for analysis and which offers a quantitative basis for the selection, the demonstration and the decision making of CDM projects.Fifthly, the model is tested positively. This dissertation, taking Huafu Muling Wind Power Station, the biggest wind power project of Heilongjiang Province, as an example, evaluates its sustainability and obtains good results, which offer a reliable basis for the smooth implementation of the project. In this project evaluation, valuable experiences have been acquired for more wind power projects to use this flexible cooperation mechanism and useful insights have been gained for the development of regenerate resources. Moreover, the quantitative analysis of the sustainable capacity of this wind power project testifies that the evaluation model established in this dissertation is of objectivity, practicality and availability.
