Climate change is a global problem, the influence of greenhouse gas emission reduction to stop global warming is the same anywhere in the world. The clean development mechanism is a flexible mechanism to stop global warming signed by the United Nations, declared the formation of a massive global carbon emission trading market. This mechanism requires developed countries in annexâ… of"Kyoto protocol"cooperate with those developing countries not included in annexâ… , providing certain financial and technical support to carry out CDM projects in developing countries. Developed countries get all or part of the emission quotas of the project, finally achieve emission targets at a low price, as one way of fulfilling commitments to cut carbon emission. Developing countries use funding and advanced technology, provided by developed countries, to promote the sustainable development. The two parties collaboration to slow the pace of global warming. Clean development mechanism is a "3 win" mechanism for the environment, developed countries and developing countries.Clean development mechanism involves many subjects such as social, political, economic, cultural and resources, etc. Study on the implementation and evaluation of CDM project has theoretical and practical significance.The object of this paper is CDM project, this paper combine theoretical analysis and case study together, quantitative analysis and qualitative analysis together. Elaborating the formation process of the clean development mechanism from the UN framework Convention on Climate Change to Kyoto protocol, this article first introduces theories and core concepts of CDM. Then analyzes the implementation status and summarizes problems existing in the process of implementing in China.This paper will introduce the sustainable development theory into evaluation of CDM project, and establishe the evaluation index system of sustainable development of CDM projects with the help of SD software, uses network hierarchy process (ANP) to determine each index weight. Then uses the fuzzy comprehensive evaluation method to evaluate the project, and verifies the practical significance of the evaluation model combined with examples. Finally puts forward the corresponding countermeasures based on problems in the process of implementation and evaluation of CDM projects in our country.
