At present,although the accident death rate has been falling and coal mines in China has improved the situation of safety production as a whole,the issue of safety face many challenges.Safety accidents are still on the rise.Safety input has been obviously improved more than before,but it has not been played a maximum role in real safety production.Thus the contradiction between increasing safety demand of coal mine and the maximum role played by safety input has been further intensified,which cannot greatly contribute to the sustainable,safe,and green development of coal mines and decreasing accident.Therefore,it is significant to do systematical research on safety input of coal mines in order to guarantee safe production,to reduce or even avoid safe accidents,for the national property,people's lives and the harmony and stability of the whole society.In recent years,there have been a lot of research achievements on safety input of coal mines,but the research scope of current achievements is still limited.So more and deep research problems on safety input of coal mines remains unsolved.On the social background of the concept of promoting ecological civilization construction from the national 13 th five-year development plan and five principles of innovation,coordination,green,openness and sharing from the Fifth Plenary Session of the 18 th CPC National Congress,due to a complicated and huge system in coal mines,from the micro level,whether the content of safety and safety input is changed;From the macro level,what is the dynamic mechanism of safety input in coal mines,how and in what way the factors influencing safety input of coal mines affect the decision on safety input,and what is the relationship among those factors? Systematic,scientific and deep analysis and research will be done to find an answer.From the view of case analysis,more research will be done on whether current comprehensive evaluation indicator of safety input in coal mines is appropriate and scientific.The empirical study on the makeup characteristics and efficiency evaluation of safety input needs to be further enriched.Therefore,it is of great theoretical and practical significance to systematically study the safety input of coal mines.On the social background of the concept of advocating ecological civilization construction and green development principles,this paper aimed at defining the specific connotation of safety,safety input and its classification,system research on the dynamic mechanism of safety input of coal mines by stakeholder theory,recognizing and analyzing influencing factors of safety input of coal mines,systematic evaluation of influencing factors by structural equation model,building suitable comprehensive evaluation indicator system of safety input of coal mines from two dimensions of safety input and safety production of coal mines,the empirical study on the makeup characteristics,rationality,and rules of 11 coal mines of shendong coal production base of China energy based on scientific classification on coal mine's condition,designing super-efficiency SBM model considering the undesired output to do empirical research on the whole situation,comparative differences of system efficiency evaluation of safety input of 11 coal mines,deep analysis on the redundancy reason of safety input in order to put forward corresponding improvement suggestions for optimizing the structure and efficiency of safety input of coal mines,properly distributing the resources of safety input,bettering safety management of coal mines.Main innovations of the paper are as follows:(1)On current social background of advocating ecological civilization construction and green development,distinguishing from traditional concept of safety and safety input,this paper expands and redefines the concept of safety,safety input,and its classification;analyzes the source and characteristics of safety input power of coal mines by stakeholder theory,studies the coupling mechanism of safety input power to reveal the internal relation on the systematic influence of safety input of coal mines made by different dynamics from different stakeholders and various dynamics generated by external environment..(2)This paper does quantitative research on systematic evaluation of influencing factors of safety input of coal mines by structural equation model such as the structural path analysis based on model analysis and calculation,considering the conclusion drawn by study on the dynamic mechanism of safety input of coal mines,and the evaluating the main factors affecting safety input of coal mines.(3)This paper builds suitable comprehensive evaluation indicator system of safety input of coal mines,refers to safety pre-evaluation indicators of geological condition of coal mines to classify mines' geological condition data into seven different mining conditions of 11 coal production mines,does the empirical study on the makeup varied characteristics and rules of 11 coal mines of shendong coal production base of China energy to summarize its rules,combined with research conclusion drawn by influencing factors of safety input of coal mines,such as empirically analyzing the composition of safety input under seven different mining conditions from the point of 10-year changing rules of safety input of coal mines,comparatively analyzing among different mines from same mining conditions,those from similar mining conditions,those with similar production scale from different mining conditions,different ten-million-ton mines with different production scale from different mining conditions.(4)This paper designs super-efficiency SBM model based on the undesired output,combined with research conclusion drawn by influencing factors and varied,empirical makeup characteristics of safety input of coal mines,to do empirical research on the technical efficiency valuation of safety input 11 coal mines based on the undesired output,comparative differences of the technical efficiency valuation of safety input of 11 coal mines considering the undesired output or not,comparatively classifiable differences of the technical efficiency valuation of safety input of 11 coal mines from different regions,the reason on low efficiency of safety input of 11 coal mines from different regions from pure technical efficiency and scale efficiency,the reason on losing efficiency of safety input of 11 coal mines by slack variable analysis on non-effective DUM units of DEA to study on the redundancy of safety input in order to put forward corresponding improvement suggestions for optimizing the efficiency of safety input of 11 coal mines,and providing a decision-making reference for safety management,continuously improving coal industry development,and the innovation of safety production mode,to other large state-owned or private coal mines enterprises around.
