The Analysis And Research Of The Coal Mine Safety Multi-stakeholder Relations

This paper first defines security, safety production, coal mine safety input and a series of the definition of the concept of stakeholder theory, theoretically detailed study the content of these concepts, thus clear understanding this paper involved the theory point, and an in-depth analysis and research.After that, this paper expounds the present situation of domestic and foreign research on stakeholder theory, the analysis of the stakeholders as a research tool, has been widely applied in the risk management and public management field, but the problems is analyzed by using the theory of stakeholders and are just getting started.Then, this article in view of coal mine safety input system of stakeholders are classified, and the coal enterprise and the government the two core stakeholders carried on the thorough analysis and research, build a game model, analysis the both sides of the selection strategy of comparative advantage, and reasonable conclusions.After research and analysis we found that whether coal enterprises safety investment, more ability are subject to supervision by the government departments, regulatory costs, penalties and the harmful effects of coal mine safety accidents.Therefore, the government department effective regulation is the key to realize sustainable development of coal industry. The government should take how to carry out classification management, in order to improve the efficiency of government regulation. Government regulation should be aimed at different companies use a variety of means to carry out effective supervision.In addition, the government department should also include a variety of incentive and guiding measures, thus strengthen the coal mine enterprise itself into the power, thereby lowering the cost of government regulation, making government regulation targeted, while improving the efficiency of government regulation.In addition, through the analysis and research, this paper concluded that different stakeholders can play a role of the legal, economic, and the roles of morality, etc. To influence the production and operation of coal enterprise, did not pay much attention to stakeholders if coal mining enterprises to fulfill the corresponding social responsibility, will be to enterprise’s production and operation activities have a negative impact.
