With the rapid development of China's economic and the increasingly improved of social demand, the transportation volume of hazmat increases year by year and the transportation accident of hazmat frequently occurs in recent years, thus result in massive personnel casualties and property losses. The hazmat transportation security issue is not only a growing public safety problem, but a national focus on long-term strategic development plan. How to fundamentally eliminate safe hidden trouble to ensure transportation security is the key to solve the issue. Therefore, optimize the hazmat transportation management process and set up the information management system can improve the safety management efficiency of hazmat transportation and realize to monitor and manage the whole process of hazmat transportation effectively, thus speed up the information communication among the relevant departments and provide the cross-departmental and cross-regional monitoring mode. The research also has the important theoretical and practical significance in improving the safety management quality of hazmat transportation.This thesis combines with the national development needs of improving the safety management level of hazmat transportation, relies on the National Natural Science Foundation Project "Research on the Key Monitoring and Early Warning Technology for the Safety of Hazmat Transportation Based on GIS-T" (No.50878094) and the Technological Developing Project of Jilin Province "Research on the Safety Supervision System of Hazmat Transportation in Jilin Province" (No.20090603), and takes the hazmat transportation management process as the main research object with the intention to improve the transportation management efficiency and ensure transportation security. The methods of fishbone diagram, fault tree, Petri net modeling, ExSpect software simulation and other methods are used to optimize, model and simulate the hazmat transportation management process. Meanwhile, an information management system which is suitable for the new hazmat transportation management process is established.Firstly, all the influence factors that affect the safety management level of hazmat transportation are systematically and comprehensively analyzed. According to the design principle of evaluation index system, the safety management present evaluation index system of hazmat transportation is formed. Then, the paper uses the combination evaluation method which combines the qualitative evaluation method-AHP method with the quantitative evaluation methods-entropy method to scientifically and completely evaluate the safety management present of hazmat transportation. Calculate the qualitative weight and quantitative weight respectively, and further calculate the comprehensive weigh, consequently get the comprehensive evaluation result. The evaluation result indicates that the present safety management level of hazmat transportation is general, thus clears the necessities to optimize the hazmat transportation management process.Secondly, studying on the present hazmat transportation management process and analyzing the management status at every stage in the process deeply, then the fishbone diagram analysis model of hazmat transportation management process is established. According to the logic relation of the influence factors in the hazmat transportation management process, the fishbone diagram analysis model is transformed into the fault tree analysis model. By calculating minimum cut sets and structure importance of the fault tree, the importance degree sort of the influence factors is gained and then the main influence factors of hazmat transportation management such as transportation declaration system defects, cross-departmental and cross-regional information communication blockade, cross enforcing law among the departments, lagging means of management, incorrect driving behavior are determined. In addition, it lays a solid foundation for making the hazmat transportation management process optimization strategies.Thirdly, the Petri net model of hazmat transportation management process is established on the basis of analyzing the present hazmat transportation management process in detail. By structuring correlation matrix and calculating S_invariant, the internal structure and mathematical characteristics of the Petri net model are analyzed and the efficiency of the Petri net model is further verified. Then, we use the ExSpect software to simulate the present hazmat transportation management process and analyze the simulation result. According to the main influence factors which are determined above, we provide the corresponding process optimization strategies to optimize the present hazmat transportation management process. At the same time, establish an optimized hazmat transportation management process Petri net model and analyze the mathematical characteristics of the model, thus verify the optimized Petri net model is reasonable and effective. Furthermore, modify the system simulation parameters and simulate the optimized hazmat transportation management process, then compare the difference before and after optimization. The contrast analysis result shows that the average running time of optimized hazmat transportation management process is shortened 31.1 percent and the average standard variance is declined 44.3 percent, the average running time of optimized daily transportation management process is shortened 25.6 percent and the average standard variance is declined 29.1 percent, which shows that the transportation efficiency and transportation security are improved effectively.Finally, in order to improve the safety and transportation efficacy of hazmat and reduce the im the hazmat transportation safety management system suitable for the new process is built on the basis of information acquisition technology and information integration technology, and the key technologies which ensure system realization have been systematically studied, thus provide the strong technology support for monitoring and managing the whole process of hazmat transportation. At the same time, the database and main functions have been overall designed, thus establish the channel of information communication and sharing, and form the hazmat transportation safety management plan relyed on information and network node supervision. It improves the hazmat transportation licensing approval system, transportation declaration system and transportation management mode, ensures the effective implementation of the optimized hazmat transportation management process and has the important practical significance in improving the transportation management efficiency and ensuring transportation security.
