The Study On Strategic Planning Of Sustainable Development Of Water Resources

This paper has systematically studied the issue of the strategic planning for the water resources sustainable development in China from three aspects: theoretical, methodological and of practical examples. Based on the experience of domestic and overseas comprehensive research on the water resources sustainable development, the paper has put forward the concept and connotation of water resources sustainable development in China. Guided by the idea of sustainable development, it has also proposed the guiding principles for the strategic planning of water resources sustainable development in China. The major content and process for the study has been defined in the paper. It has analyzed in a systematic view the feature of water resources sustainable development system and its operational mechanism as well as its evolutionary rule. Through absorbing the latest research achievement of system engineering, the hall for workshop of metasynthetic engineering is set up and the assessment index system is also formulated. Based on a comprehensive study of various assessment methods, the paper recommended the assessment index method for water resources strategic planning. The techniques of strategic planning and its implementation process have been discussed in detail so as to make this paper functional in directing reality. Finally, investigation and analysis is made on the internal conditions and external environment of the water resources sustainable development in Tai Lake Basin where has been taken as an actual case in this paper. Based on the analysis, practical strategic planning scheme has been proposed in order to realize the goal of water resources sustainable development in China.Guided by sustainable development and systematic theories, this paper is aimed at establishing a set of complete scientific water resources sustainable development strategic planning theories and methodologies. The author tries to put the concept of sustainable development into practical reality, and to enable the water resources sustainable development system be structurally sound, functionally effective and operational and to make the system evolve in order.
