Strategic Research On Exploitation And Utilization Of City Water Resource In China

City is the core of national and local economy development. Accelerating the urbanization is one of the most important strategic measures for our country to realize the third step of strategic target. The development of urbanization leads to the large scale increase both of water demand and sewage which caused other new problems. In order to guarantee the urban economy society sustainable development, the systematic research on city water resources utilization is quite necessary.In this dissertation, based on the analysis of urbanization advancement and the countermeasure of city water resources development and utilization both in domestic and abroad, the urbanization level and city water consumption were predicted according to different development stage. Take the city water consumption of Jiangsu Province as example, the countermeasure of city water resources development and utilization was proposed.The main conclusion includes:1. Refer to related stipulation, by means of Union method, time series method and consumption level method, the urbanization levels in our country were determined as 40%, 50% and 65% in 2010, 2030 and 2050 respectively.2. Takes the average ration of per person synthesis water consumption as the basic forecasting method, with the examination and adjustment of auxiliary method such as the essential factor correlation analytic method and the water used growth tendency analytic method, city water consumption were predicted as 91 billion m3, 122 billion m3 and 154 billion m3 in2010, 2030 and 2050 respectively.3. In future development, cities will be confronted with the dual pressure of the aggravating of water resources supply and demand contradictory and intensifying water environment pressure. Seeking for new water supply, saving water consumption and anti-polluting are main approaches of solving the city water resources pressure.4. Jiangsu Province is one of the most prosperous districts in our country with the rapidest development in economy and society, at the same time it also is one of cities with quite prominent contradictory between water resources supply and demand. According to prediction, in order to satisfy the urban development request of economy and society, we have no alternative but increase the water supply by 1.7 billion m3, 3.1 billion m3 and 4.5 billionm3 in 2005, 2015, and 2030 respectively.5. In order to guarantee the city water resources sustainable development and utilization, some countermeasures are necessary including seeking for new water supply, strengthening the water resources conservation and synthesized management, consummating the policy laws and regulations system of water resource management.
