With the rapid development of Chinese economy and the increasing social demands for water, water resources have become so important that water sector has ranked the first in the basic industries since the 90s. It has both theoretical and practical value to make a thorough study of sustainable development of water resources, which is an important portion in the larger system of sustainable development of society. As a systematic study on the internal conditions for sustainable development of water resources in China, the present thesis consists of the following sections.The first section summarizes in retrospect the history of sustainable development, discusses the relationship between sustainable development and human beings in different ages, and explains the reasons for studying the internal conditions of sustainable development of water resources in China.The second section explores in depth the three major problems -flood, drought, and pollution -in water resources, and then proposes some countermeasures accordingly.The third section makes a brief analysis of the usage of water resources, and draws a conclusion that sustainable development of water resources involves not only adapting to water but also making good use of it.The fourth section, based on an analysis of both benefits and harms of water, introduces the theory and method of a comprehensive assessment for sustainable development of water resources, and suggests adopting fuzzy mathematics in this assessment. As an example, the Yellow River valley is evaluated according to this new method of assessment.
