Study On Sustainable Development Of Water Conservation In Small And Middle-Sized Cities

Small and middle-sized cities in our country are keeping growing rapidly and their total numbers are on the rise. But with water environment becoming deteriorated, water resources getting seriously depleted and the task of preventing flood has become onerous, water conservation in urban areas has become one of the main factors restricting the development of urban economies. As systematic developmental mode in urban water conservation hasn't been shaped, sustainable development will be directly affected.In terms of the characteristics and developmental tendency of small and middle-sized cities, this paper analyzes the influence that urbanization has brought about on the water conservation and the relationship between water and water conservation and the relationship between water conservation and sustainable development. It proposes the typical of change in water suppliy and demand of urban water resource, the developmental phase, object and direction of water conservation and the supporting system and evaluating mode of sustainable development; establishes risk analysis model of preventing flood in urban areas, indefinite evaluating model; sets up the model of drainage charges and an evaluating index system for cities which economize on water. It analyzes the connotations and establishment of water culture, proposes a specific approach for constructing water landscapes and cultural design and layout of water space. It also analyzes the regulating and controlling practices of governments and markets and proposes district-oriented projects of urban water conservation. The author thinks that the regulating and controlling object of sustainable development in urban water conservation can be achieved by reforming water conservation investment, flood price and administrative system. Finally, the paper proposes the strategies for sustainable development in Huai'an city water conservation by making a case study and evaluation of sustainable development in Huai'an City water conservation. This case study shows that the city can be able to achieve sustained development of urban water conservation and assure urban sustainable development by establishing city of flood prevention security, city of economizing on water and city of ecology.
