The term of "Digital Earth" is put forward in 1998. In order to resolve the conflict between the large amount of information and satisfying utilization, it provides an integrated information system with a uniform structure model..After introducing the meaning of "Digital Earth" and its relevant technologies, this thesis expatiates its main functions, structure, and future applications. It puts the focus on how to realize the system."Digital Power Transmission Network" is actually a platform used for information management. It conforms the data correlated to transmission network through data management and virtual reality technology. Also it can demonstrate the circumstance and status of the whole transmission network, and can do the automatic verification and simulation of network design, operation and managements. Finally it achieves the goal of providing excellent supports in the whole lifecycle of a transmission network.Reasonable digital models and organization methods are the basic premise to Digital Power Transmission Network. This thesis discusses the classification of relevant data and the corresponding disposition methods. It provides multi-scale and multi-level digital models, and realizes the management of Digital Elevation Model, satellite imaging, aerial photos, surface features.The core contents of Digital Power Transmission Network are to build the true Three Dimension Scene of objective region, to search for the transmission equipments and to operate them in the scene interactively. According to the two main kinds of three dimension digital models (Earth Surface Model and transmission equipment model), this thesis describes a simplifying method depended on view-point: It accomplishes displaying and flying over a large area of true earth surface with level of detail model based on block-binary tree. And it realizes' the efficient display of abundant data of equipment models and interactive management by the method of combination of models and images.Transmission line design is a complex system project with large investment. Based on data provided by digital transmission network, and combined with thegenetic algorithm, the thesis puts forward a general optimization method to deal with the difficulties in transmission line design, which are path and pole selection of the transmission line. Synthetically contemplating all kinds of environmental and anthropogenic factors, the method has great pragmatic meaning in saving cost of design.
