As a part of the supply system of comprehensive transportation, inland water transportation (IWT) plays an important role in Chinese society and economy. However, in comparison with other transportation modes, it is in a backward state of development. The studies on IWT economy and management are still under poor condition. Study on IWT supply is significant to perfect theoretical system of transportation economy and management, promote Chinese IWT development and expand the strategic target of society and economy sustainable development as well.This dissertation composed of four main parts introduces the achievement of modern applied mathematics, system engineering and cybernetics, etc. into research on IWT and carries out theoretical, methodological and empirical studies on IWT supply.Firstly, this dissertation outlines concept of IWT supply system and its influence factors systematically; advantages and disadvantages of IWT by comparative analysis on the features of different transportation modes are discussed; Chinese IWT development in the late 12 years is reviewed; its major problems and causes are pointed out.Secondly, it states the theory of resource allocation in economic system and the evaluation methods of allocation efficiency; both concept and analytical procedure of transportation allocation efficiency are demonstrated; it indicated that transportation allocation with high efficiency is in keeping with transportation system having the optimum structure. In addition, the first empirical study on Chinese IWT allocation efficiency using data envelopment analysis (DEA) is demonstrated.Thirdly, it outlines research on mechanism of adjusting IWT supply and its countermeasures to Chinese IWT fleet. The study on applying production function to quantitate transportation capacity is advanced. By using the theory and method of optimum control to dynamic system, a model of adjustingtransportation capacity by regulative fund is established for the first time.Finally, it analyzes the developing situation of Chinese transportation, states the foreign experiences of promoting IWT, analyzes the future demands to Chinese IWT, then gives a comparative study on three transportation modes of rail, road and inland waterway in the area of the "Two Horizontals, One Vertical and Two Networks". Finally, reasonable status and development strategy of Chinese IWT are discussed.Innovative researches on the theory of transportation allocation efficiency and its empirical study, the quantitative methods of transportation capacity and the modal of adjusting transportation capacity supply are carried out in this dissertation.
