The Study On Water Resources Management Of Weihe River Valley Based On Informatization Techniques

Along with the Informatization, the water resources management is confronted with the new regulations from the project management to the resources management, from the traditional water conservancy to the modern water conservancy and the sustainable water conservancy. Water resources informatization will play an important role in the modern water resources management, and the information techniques will be the main part of water resources management.Supported by the National High_Tech Research and Development Plan of China under Grant No.2002AA 113150, the National Natural Science Foundation under Grant No.50279041, the Provincial Natural Science Foundation of Shaanxi, the development framework, the components platform, the application integration and decision support services, network, GIS, etc. of Weihe River water resources management have been studied in this paper. According to the characteristics of Weihe River water resources applications, some results, as follows, have shown the remarkable advantages of middleware applications.(1) Based on the middleware technique, the frame of information system of Weihe River water resource management, "Digital Weihe", is founded. "Digital Weihe" consists of basic establishments, application system and public platform. Built upon the service platform, the application system could be realized easily.(2) Based on the components technique, the water resources management in Xi'an area, the key area of Weihe River catchments, the decision support system for water demands is built by the distributed components, which is abstracted from the real water resources system by objects oriented method. The application system is shown in visual graphs, which demo the data, and simulate the dynamic process. The components open to the application step by step. With the further application, the system will be useful.(3)Based on the risk evaluating theory, the shortage of water resources of Weihe River was discussed and some related problems were put forward. The measures to solve these problems are suggested in the last.(4)Based on the water resources informatization techniques, the management of flood disasters in Weihe River is discussed. It is more and more important for flood management. According to the decision-making theory, the decision support system for flood control is designed by middleware techniques. Many measurements to decrease flood disasters have been brought forward. And the frame of decision support system for Stone River reservoir, on the main sub-stream of Weihe River, is shown in example.(5)The bedload of Weihe River is the key problem in management of Weihe River water resources. Combined the network, GIS, the middleware technique with the real situation of Weihe River, the simulation system for decision has been described in detail. The blueprint to develop the application system is given, and the demonstration system will be tested. In final example, the application results of bedload affections in Baojixia irrigation system, another sub-area of Weihe River catchments, have been analyzed in many figures.(6) The GIS technique was introduced to the water resources management many years ago, but in this chapter, a GIS practical system is developed for flood controlling and nature environment resume. Taking Xi'an Wildlife Zoo as an example, which builds on a small branch of Weihe River, the basic function of mapping operation and the intuitionist reference, convenient information management are realized. This demo gives a bestexample for catchments' programming.Because of lots of complex problems related to the management of Weihe water resources, we make our more attentions on the informatization of Weihe water resources management. Developing the application system of water resources based on the information techniques will be a best choice. In this paper, a little works on informatization has been achieved, which is a nice beginning. Further more, by the middleware, there are much more works still need to do, especially to the Weihe River.
