As fundamental nature resources, water resources play a very important role in human beings' daily life and activities. With the development of economy and society, the need of water resources is getting more and more intensive .As a result, water resources shortage is becoming increasingly worse, and it becomes a social problem on which worldwide concentrations has been drawn. China isn't rich in water resources according to the international criteria with water resources per capita being 2200m3 or so, only 1/4 of that of the world. Obviously, the prospect of Chinese water resources isn't optimistic. Being a typical arid inland river basin, Heihe River valley, with scarce precipitation and strong evaporation, is a heavy arid region, where water resources per capita is only 1350m3 and per mu 510m3,only 60% and 30% of those of china. Irrigation is the main method of water resources consumption and water resources is the most sensible nature factor in this region. Especially, with the increasing of water resources consumption, the contradiction between provision and demand is tending sharper and sharper, so that the development of economy and society and the construction of ecological environment are confined by the shortness of water resources. Hence, to realize sustainable utilization of the water resources which will ensure the rapid and healthy economic development has become a key issue for the future development of this region. And among so many problems, how to reasonably exploit water resources is exceptionally important. Based on the water resources potential theory(WRP), taking the middle reaches of Heihe River valley as a case study, this thesis fully analyzes the present situation of water resources utilization, degree and its potential; and finally presents some suggestions and measures for future water resources utilization. The thesis includes six chapter.Chapter 1 introduces the research background, purposes, meanings, research status quo both at home and abroad, the main contents and the author's innovations of this study.Chapter 2 systematically explains the water resources potential theory; overall, its connotation, main contents, evaluation methods, principles, ways and strategies of the.exploitation are included.Chapter 3 mainly introduces the conditions of the middle reaches of Heihe River valley, including physical, economic and social conditions, in order to make the following study convenience.Chapter 4 concentrates on the detailed analysis of the water resources volume , quality and exploitation conditions , lists the problems in the process of water resources utilization, and predicts the total amount of water resources consumption in the future and conducts water balance.The fifth chapter is the core part of the thesis. The author objectively appraises the potential of water resources exploitation and utilization in the middle reaches of Heihe River valley by the means of AHP and Fuzzy set theory ,analyzes the water resources potential for the region, proposes some suggestions and measures on the sustainable utilization of the water resources in the future.The last chapter is the summary of this thesis. The author summarizes the main conclusions and puts forward some reasonable suggestions on the problems mentioned above.Facing with the water resources condition that is continuously deteriorated, to master overall the exploitation and utilization potentials of water resources in the middle reaches of Heihe River and set corresponding countermeasures have important practical meanings for actualizing the sustained utilization of water resources, and exerting the social, economic and environmental effect of water resources.
