Study On The Measure Of Planning And The Mechanism Of Execution For Urban Ecological Community Development In Shanghai

The development of urban ecological community, a main developmental direction of China's urban community development in the 21 century, has very great importance in protecting city ecological environment, improving people's living environment and so on. Now the study on urban ecological community has become one of the hot topics in the field of both urban planning and architecture. But they are far from satisfactory, for there are more theory establishment than practice, more macroscopical research than microcosmic research, more physical and technical research than society and humanism research. Accordingly, this dissertation has deeper study on two fields of the measure of planning and the mechanism of execution for urban ecological community development in Shanghai, in the perspectives of system, society and humanism. The main aim of this dissertation is to establish a theory framework for the planning and construction of urban ecological community in Shanghai, which will be able to represent the ecological civilization of 21 centuries and the sustainable development strategy, and therefore establish a basis for deeper research in future.This dissertation consists of eight chapters. Chapter 1 introduces the main topic, the key concept, the literature review and the research design. Chapter 2 summarizes the previous theoretical research outcome of ecological community to make it more systematic and perfect. Chapter 3 summarizes the experience of the construction of ecological community at home and abroad for reference of Shanghai. Chapter 4 analyses Shanghai's community development in vertically and horizontally to signal the significance of ecological community development in Shanghai. Chapter 5 puts forward the aim of Shanghai's ecological community development and analyses its main influence factor. Chapter 6 puts forward the planning control and guide measure for Shanghai's ecological community development in three aspects: planning & design, planning administration, and technology sustentation. Chapter 7 analyses the construction of the mechanism of execution for ecological community development in Shanghai in four aspects: market, administration, legislation and public participation. Chapter 8 is a case study on the development of Anting new-town to validate the viewpoint of the dissertation. Chapter 9 concludes the dissertation and point out some problems which need further study.There are four main viewpoints concluded in this dissertation:1. Establish the basic theoretical framework of ecological community which is the theoretical guide for the study of the planning and construction of ecological community in Shanghai, including the conception, meaning, the principle and content of planning & design, and so on.2. Put forward the measure of planning for Shanghai's ecological community development in three aspects: macroscopical lay: harmonizing the relationship between with community and its outer environment;middle-lay: reinforcing the construction of community ecological network;microcosmic lay: reinforcing the ecological architecture design and the use of ecological appropriate technology.3. Put forward the construction of the mechanism of execution for ecological community development in Shanghai in four aspects: market, administration, legislation and public participation.4. From the case study of Anting new-town, it is found that the construction of ecological community not only has relationship with the factor of technology but also with the factors of economy, society, culture which have definitive effect in the construction of ecological community and is one of the keystone of the study of ecological community in future.
