Research On The Implementation Dilemma And Optimization Path Of Urban Community Planner System In Shanghai

With the continuous advancement of China’s urbanization process,the urban community development represented by Shanghai has gradually begun to face new problems,such as uneven resources and inadequate development.The public’s aspirations and demands for the improvement of community functions and upgrading their living environment are becoming more and more diverse,three-dimensional and complex.In order to meet the needs of the public,we need to explore how to clarify the goals of community development through urban community planning,and study how to solve the problems such as the efficient allocation of community resources and coordinating social relations.According to the excellent practice cases of urban community planning at home and abroad,the introduction of the "Community Planner" system will help to formulate community planning plans and accelerate the realization of community planning and development goals.However,there are still many urgent problems in the implementation of the "Community Planner" system in China.This paper try to propose the response and path by studying the problems in the process of promotion practice.Let the Community Planner System work,so as to stimulate more groups to actively join urban community planning under the vision of urban community development.This paper combs out the evolution of Community Planner System in various regions,and forms a rational understanding of Community Planner System.It adopt in-depth interview method,case analysis method and questionnaire survey method to analyze the actual situation of Community Planner System in the region.By combining the two methods,Policy Implementation Model of T.B.Smith and Coproduction Theory,the paper analyzes the problems in the practice of Community Planner System.And by analysis of the path and rationality of the proposed optimization problems,it proposes some countermeasures and suggestions.Urban community planning needs multi-integration,breaking barriers and redefinition.Under the guidance of "The cities built by the people and for the people" and combined with the cooperative production theory,this paper redefines the relationship between the government,the public and community planners in the field of urban community planning.To solve the dilemma of the Community Planner System in practice,it is necessary to make clear that the weakness of subjects.Transforming resources and transmitting energy by collaborators will achieve the purpose of the operation balance of the cooperative production system.In order to solve the difficulties of the community planner System in practice,first of all,we should correspond to the weak parts in the community type.Then we need to judge the type of the community and find the weakness,and solve the problems one by one according to the weak points.If we want to enhance the strength of the government,we need to improve the policy supply and optimize the coordination and cooperation among government departments;If we want to enhance public power,we need to strengthen publicity and guidance,strengthen the level of autonomy,give play to the demonstration effect,enrich the channels of participation and optimize the construction of autonomy;If we want to standardize the management of community planners and improve the team construction system of community planners,we need to establish and improve a practical and feasible access and supervision mechanism of community planners and clarify the training scheme of community planners.
