| Because of its unique location and the rich art-historical culture details, Sinan Rd Project, block no.47-48 became one of the most important test-project in Hengshan & Fuxing historical protection area in Shanghai. The municipality wishes to accelerate the sustainable development of the whole area through the project's successful protection and development, meanwhile to get some new strategies for protecting the historical center in Shanghai. After the "365 Project" (3650,000m~2 dangerous houses' alternation), the method - destroy then reconstruct - will certainly go to the end. Facing the current profound changing of socioeconomic structure and its deep-seated demands, how should we protect and inherit the historical architecture? How to keep the functions of the historical center and make some active adjustment? How to arrange the original residents and then continue the urbanism? New protection strategies mean new operation mechanism, methods and implements.Taking Sinan Rd Project as a holographic unit, this paper discusses its history and status quo, its gain and loss, and the future of the historical center in Shanghai. From the point of view of urban planning, this paper tries to discuss the problems more widely, completely and deeply, combining the knowledge of other subjects. Meanwhile, it also tries to find out the strategies and methods to solve the problems. Along the whole paper, there are two important questions: "protect for whom" and "how to protect"? Therefore the paper pays attention to "theory relating practice", not only in selection, but also in organizing the selected samples.The research frame of this paper consists of three parts. Part 1 is about the history and status quo of Sinan Rd Project, including 2 chapters. At first, it goes over the 1st urbanization drive which these two blocks experienced before liberation (1910s-1940s) . Taking the urbanization progress of French Concession as the background, this paper introduces the architectural character, urbanism and humanistic spirit of these two blocks, showing its rich historical culture details. After the liberation, the Public-private Joint Management and the Cultural Revolution, block no.47-48, Sinan Rd met its 2nd urbanization (1980s-2000) . Then the changes of architectural character, urbanism and humanistic spirit are especially analyzed.Part 2 is about the practice and re-thinking, including 3 chapters. At first, under the background that Shanghai is now strengthening the historical buildings' protection, the current practice of Sinan Rd Project is introduced. Then it reconsiders the finished work of this project and the protection situation in Shanghai. In the end, the important concept - Integrated Conservation - is indicated, by researching cases.Part 3 is about founding the Integrated Conservation system, including four chapters. In the 1st chapter, some problems about conception are discussed. It suggests that scientific development concept should be set up and practiced in the whole society; the consciousness of historical heritage protection should be popularized; and the mechanism of education and training should be improved. In the 2nd chapter, some problems about lawmaking and strategy are discussed. It suggests that the mechanism of historic-cultural heritage protection should be improved; lawmaking and strategy should be taken as the core of all the works. The strategy of historical heritage protection and the neighborhood management are also introduced in this chapter. In the 3rd chapter, some problems about economy and management are discussed.
