Water supply system is an important component of urban infrastructure and plays an important role in ensuring urban development. With the development of market economy, the reliability, security, and cost in water supply system become a focus of attention, and the demands to the operation and management of water supply systems are urgently put forward. To satisfy those demands, the water enterprises need to develop scientific operation system in water distribution network by use of information technology and optimal control method, for improving the management and service and promoting economic benefit and social benefit. The development ofscientific operation system is one of contents of the planning——the technicaldevelopment planning of urban water supply systems in 2010 and the remote objects in 2020. It is inexorable trend of informational development of water enterprises.The scientific operation of water distribution network is supplying water safely and reliably to users according to requirement of the flow, pressure and water quality with information technology. The intelligent and optimal control theory and method are based on central comprehensive real-time monitoring in water distribution networks. While the safety and reliability of water supply system are enhanced, the cost of operation is reduced, and the scientific and technical level of the operational management can be improved. The scientific operation system in water distribution network includes the data acquisition and communication, the database, the operational decision support and the execution systems.The operational decision support system (ODSS) is the core of the scientific operation. It consists of functions of simulation of water supply system, water demand forecasting, optimal decision of operation, assessment of the operational state, and so on. In this paper basic theories of the ODSS are discussed, which include macro hydraulic model, micro hydraulic model, water quality model, and multiple objective optimal decision model, taking the economy of water supply and the security of water quality into account.
