With the development of transportation, the logistics and the traveler are rising, the travel time is reducing and the work efficiency is improving, at the same time, some problems appear such as traffic congestion, serious accidents and traffic environment. Moreover, the amount of freeway casualties is very high because of the imperfect traffic safety countermeasure and the distempered emergency rescue function. As part of intelligent transportation system, freeway emergency assistance system is good for reducing casualties and property loss. The traffic experts pay more attention to the system. According to information development of domestic freeway management and study of correlative fields, with the freeway emergency assistance system as object, this thesis researches on designing information platform and optimizing emergency vehicles dispatching to reduce response time.Based on domestic freeway development and traffic safety actuality, emergency assistance system is showed to be the settle measures against traffic safety problem in this thesis. The study and apply of foreign and domestic FEAS has been summarized, and then the main research contents of this thesis is expatiated.The perfect system is the guarantee to enhance ability of emergency rescue. The work flow, basic content and theoretic elements from emergencies response angle are summed up in this thesis. Freeway emergency rescue need to realize information share between each sub-system and involved department. There are large numbers of space data in the share information and space location character within the emergency rescue operation, thus the Geographic Information System for Transportation is on center ground of FEAS. The GIS-T demanding of freeway includes real time shared of emergency information, combined action between each department and rapid response of rescue people and equipment.
