From now to the foreseeable future, bus is an effective means to ease the pressure from traffic jam. Back to the1970s, China proposed the bus-priority policy. However, over the past30years of development, this policy fails to live up to people’s expectations, thus even being severely criticized. Considering the national condition in China, it is impossible to increase the urban roads in multiples to ease this pressure, nor form a traffic pattern featuring the dominance of private cars. Since2000, the state council has more than once issued documents, defining the role of bus in alleviating-traffic congestion, reducing transportation energy consumption and decreasing the traffic air pollution and upgraded it to strategic level. The vigorous development of bus may inevitably give rise to accidents of various kinds. Its feature of high-capacity has made it the crime objective that usually causes heavy losses. To address these issues, this research puts forward the urban bus guidance and emergency rescue based on the spatial decision making supporting system and offers in-depth exploration and initial implementation of the establishment of this system.It firstly abstracts the bus routes in real world and determines the corresponding data model of public traffic net. Through demand analysis, it also determines the different demands of the ordinary passengers and the bus control center under normal and emergent conditions as well as establishes the knowledge base through production rules. And sets up the model base with ModclBuildcr. On this basis, the ArcGIS Server is made the platform to realize WebGIS-oricntcd bus guidance and emergency rescue spatial decision making supporting system. Through the simulation run, the ordinary citizens could check the route, stops and optimal route through this system under normal conditions. The bus control center could exercise optimal operation through this system. Under emergency, the bus control center could determine the rescue authority and best rescue route and offers the temporary scheduling plans.
