Fire prevention and rescue is an indispensable department in all countries. Its basical functions are to promote the society to use fire safely, to prevent and put out fire effectivelly, to sustain the stabilization of society and the life safety of people and properties, and to develop the social productivity. Fire prevention services are not only an important part of social public management but also an part of social ecnomic activities and play an important role in the national economy. The essential problem in fire services is the effective supply,namely, whether there is effective system arrangement in the supply of fire service. How to supply public products effectively has been the hotspot and nodus in economics in domestic and international countries.
