The substation locating and sizing and the distribution network planning both are important and difficult of the power system planning. Carrying on the optimization planning to these two questions will greatly enhance the economy, reliability, and security of the whole electrical network.Based on the outstanding characteristics of cloud on the process of transforming a qualitative concept to the quantitative expression, a cloud theory optimization algorithm is proposed to handle the problem of substation locating and sizing. A minimum annual expense method for distribution network planning with modified particle swarm optimization is developed, which dynamically classifies the swarm population according to whether the historical best position of the particle is changed or not. Furthermore, vaccination operation is carried out to the particle swarm.Some planning projects demonstrate the methods proposed in this paper are effectiveness and superiority.
