Research On Integrated Planning Theory And Practice Of Modern Rail Logistics Center

As one kind of advanced operation mode and management technology, modern logistics has been the inevitable direction for traditional transportation to develop. The central government paid more attention to develop logistics, 9 ministries and commissions combined to release Opinion on Promote the Development of Modern Logistics Industry, lots of local government established their 11^th Five-years planning of logistics, all kinds of transportation enterprises also begin to integrate into modern logistics. Railway is the main body of the integrated transport system in China, but at present, its action is insufficiency in logistics system of China. Facing the drastic market competition and the important chance of transport capacity extend after passenger and freight train running on their own line in the future, it has become the necessary trend and strategy choice for railway to reform freight organize mode and integrate into modern logistics. It is the key for developing rail-logistics to establish Railway Modern Logistics Center (RMLC). But there are still many problems to construct and develop RMLC. The reason of it is that there is still lack of in-depth systemic study on the integrated planning theory of RMLC development. Therefore, research on the integrated development planning and practice of RMLC has a long-term strategic significance and great practical significance.Basing on the research project of Ministry of P.R.C., Study on the Development Planning, Occasion and Mode of Railway Modern Logistics Center, through a large number of on-site survey and data analysis, this thesis conducts the systemic research on the integrated planning theory and application of the construction and development of RMLC from the following aspects.(1) The thesis systemically constructs the basic theory framework and main contents of the integrated development planning of RMLC, defines the basic factors of the RMLC development planning theory, and analyses the development strategy of RMLC.(2) The thesis puts forward the method system on space level location of RMLC. Basing on the selection of initial indexes, through the Relativity Analysis and Diversity Analysis, the paper constructs the index system of RMLC location planning including 4 classes and 15 indexes, builds the Fuzzy Optimal Model for the location plan of RMLC, which is used to quantificational calculation on the 316 cities where has railway, and work out the proposals of "36-94-186" three-tier network location of RMLC in China.(3) The thesis brings forwards the development pattern of RMLC, puts forward the function system of RMLC, which includes macro-strategy, mid-scale management, and micro-operation, and establishes the basal pattern and its management framework of concentrative management, moderate concentrative management and dispersive management about RMLC. The thesis also analyzes the profit mode, investment and financing mode, and corresponding suggestions on linking up other transportation modes about RMLC.(4) The thesis studies the occasion and conditions of construction and development of RMLC, puts forward 0-1 Integer Programming Model based on feasible conditions to calculate the construction sequence of RMLC, advises on the implementation of its grading development, and makes a further discussion about railway freight station transforming into modern logistics center.
