Due to the rapid development of modern logistics,there are a series of problems which are not suitable for the development of modern logistics,such as single service function,unreasonable layout and backward facilities.At the same time,in order to cooperate with the construction of Xiong an New Area,remove the function of Beijing's non capital and promote the coordinated development of Beijing,Tianjin and Hebei,the National Development and Reform Commission,the Ministry of Transport and China Railway Corporation issued the notice on launching the first batch of key projects for the integration of transportation and logistics jointly,in October 31 of 2016,which proposed to build a first class railway logistics center in Shijiazhuang,and turn Shijiazhuang into a national railway logistics hub and the core node of modern national business logistics.Therefore,how to design a modern railway logistics center has become a key research content.Based on the background,this paper provided two feasible schemes for the layout and planning of the functional area of Shijiazhuang railway logistics center by using the improved SLP method.In order to get the best layout scheme,we used the Flexsim model to simulate and contraste the two schemes.The main contents are as follows:(1)Based on the possible types of freight transportation that may occur in the next 10 years of Shijiazhuang region,we determined the types of the functional areas of the railway logistics center.Based on the basic operation process and logistics demand,we identified the area of the logistics center's functional areas and the relationship between logistics and non logistics of each functional area.(2)In order to improve the traditional SLP method,the paper abandoned the original step of manual adjustment,who combined SLP method with mathematical model to construct a mathematical model,which aims at maximizing the most closely related value and minimizing the cost of logistics transportation.And then,by using genetic algorithm and Matlab,the ideal layout plan was drawn.After that,two feasible layout plans were obtained by combinning with the internal and external environmental factors of the planning area.(3)Two feasible schemes were being simulated by using Flexsim simulation.Based on different schemes,two simulation models of Shijiazhuang railway logistics center were set up.Through the simulation of two models,we collected and analyzed the relevant data about the shipments,the total distance of the forklift and the intensity of the logistics.After the comparison and analysis of the above three factors between the two schemes,the best layout scheme of the Shijiazhuang railway logistics center function area was obtained.The rational design of the functional area of Shijiazhuang railway logistics center can avoid the problem of expansion and expansion caused by unreasonable early planning effectively and achieve the goal of coordinating the construction of Xiong An New Area,deepening the reform of railway freight transportation and building a modern railway logistics base for the state.
