Since establishment of the first land reservation institute—Shanghai Land Development Center, land reservation institute has been set up in most cities and counties of China.Land purchase and reservation has become the major measures to control land market, optimize land allocation and keep and added value to land by the government. But with development of land reservation, the problems such as land enclosure, land covering and land transaction have been found, and the knowledge concerning land property right and content of land are inconsistent and insufficient. Based on above mentioned situation, in this paper, based on land reservation practice and existed literatures, taken concrete domestic conditions and problems existed in relating land laws and regulations and problems in city land reservation into consideration, theoretical and positive analysis approaches are employed in this paper to study theoretical problems, management method and core management techniques in land reservation such as land reservation quantities management system, financing approaches choosing and risk appraisal and countermeasures in order to provide advices for government decision. Major conclusions included in this paper are:1. Based on land property right theory, rent theory, assets management theory and public management theory, city land reservation attribute, main body, targets, object and model are studied and defined; according to administrate right but not land form, city land reservation is defined as the action of the national land resources management agencies at city or county levels to obtain land administrate right lawfully and reserve the land in different way for land supplying in order to control land market. This definition has significant theoretical value for healthy development and standardized management of domestic city land reservation.2. With core of optimizing city land management system structure, implementing land reservation management body materialization through client and attorney mechanism, standardizing of attorney's management system, adopting different land reservation mode according to different land reservation objective, and shortening material land reservation cycle, the research put forward new city land reservation approaches suitable to domestic situation, and duties and right of relating function departments are clearly defined. The result could be used to overcome out-of-order, chaos, bad behavior during land reservation practice and improve economic benefit of land reservation.3. Based on factors influencing city land demand and reservation quantities, land demand forecast model based on BP nerve network consisting of BP nerve network, input variables forecast model and land demand forecast model have been established, and land reservation model consisting of land reservation structure coefficient, land reservation market coefficient and land demand quantities have also been established, which could be used as quantities analysis tools for city land reservation management.Furthermore, in the paper, some suggestions concerning financing mode and risk management problems have also been discussed with suggestions concerning land reservation policy making, project financing mode such as land bond, land trust, land reservation asset bond; land reservation risk, such as social risk, system risk, market risk, management risk, financial risk; land reservation risk appraisal and prevention have been put forwarded.The result of this paper has important theoretical and practical value for establishing of city land reservation management mode, developing land reservation mechanism and improving land resource efficiency which suitable to domestic situation.
