A Study On Macro-Adjustment System For Sustainability Of Forest Resources

It is the crux of forest sustainability under the System of Market Economics that raising the supply capacity of forest resources and cooperating the conflict between ecological and economical demand for forest resources.For this purpose,the basic approach is the construction of sustainable forest management system under the combining market regulation with national macro-adjustment.In this dissertation,a complete train of thought and the policy way has been proposed for the construction of this macro system in China through the theoretic discussion of forest sustainability and its macro-adjustment.Also,this theoretical ideas were practiced In Fujian province. The sustainability of forest resources reflects the sustained and maintainable capacity of forest ecosystem meeting the demand of mankind.On he basis of the analysis for the theoretical core of forest sustainability the forest sustainability classified system was constructed,and the paper analyzes the Inner impetus mechanism and founds the descriptive model of forest sustainability.The thesis believes that the sustainable forest management is the basic way for the realization of forest sustainability.Therefore,It is very necessary that approaching the corresponding management model.The micro management technical system and macro management system of forest are two different levels of sustainable management.From the realistic conditions, the essay approaches the fundamental construction of the macro management system and suggests that the macro management system under the combining market regulation with national macro management system should be constructed.According this.the paper further put forward the ideas of innovation for a series of forest macro-adjustment mechanism and the corresponding operative model. The Fundamental theory of forest macro-adjustment is discussed based on defining the concept about forest macro-adjustment, and the macro0-adjustment system for forest sustainability is found by using the theory of system and cybernetics. This cyclic system is composed of three subsystem , which are subject ,object and target system. The subject is a comprehensive management system leading by governmental departments of forest management , it can be divided into national and regional grade, the object is the reproduction processes of forest resources and the goal system consists of series sub-target. The optimum controlling model is constructed under natural cybernetics. At the same time , the control means and the circulate fashion of such system are discussed. The whole control process is a dynamic cycle system involving four basic tache. Based on the review and sum-up of active patterns for macro –adjustment of forest resources on the main country under market economic system all over the world, the paper brings forward a new mode for macro-adjustment of forest resources, i.e. a comprehensive, harmonious and mutual complementary macro-adjustment mode for sustainability of forest resources. For improving the efficiency of macro-adjustment , the dissertation suggests constructing the decision support system for macro-adjustment of forest resources. Therefore, the function framework and basis structure of such DSS are designed. Based on the evaluation of sustainability and the analysis of macro development trend of forest resources In Fujian province,and via the systematic analysis to the present forest management policies and its evolvement process, the paper sum up the ultimate limitation of the actual macro-adjustment mode of forest resources lying in:non correspondence between actual mode with market system.damage of optimizing mechanism,unsystematic macro-adjustment policies and the excessively singleness control means.Hereby, guiding by the theory founded in this paper, the author,put forward the thread constructing the regional mode for macro-adjustment of forest resources in Fujian province.By means of dividing forest and defining how efficiency for market to different forest types,the macro-adjustment system led and constrained by the governmental macro development programming of forest,with consistent of goal, corresponding policies and mutual complementary instruments, is constructed. In the end of the paper, the main obstacle and the action measurement for implementing such new mode of forest macro-adjustment are approached,and the corresponding policies are designed.
