Since nature forest resources conversation project was implemented, forest resources crisis and economy difficulties are gradually alleviated, and alternative industry and new economic growth point are being formed in project area, in which the majority of superabundant workers have been transferred and get proper positions, and the problems "where money comes from, where the people go " have been solved better. But it is urgent to solve the problems about how to manage the forest, especially lacking management to plantation, classified forest management developing slowly, and the imperfect policy of forest resources management. Regarding Xiaolongshan forest experiment bureau as the typical case, through investigating deep several forest farms and the way of visiting and discussing with the forest workers and peasant households, the necessary materials were collected for study. And by reading a large number of relevant documents, the results of forefathers1 research were extensively absorbed and used. Under the guidance of sustainable development thought and theory, using the methods such as qualitative analysis, quantitative analysis, system analysis, and comparative analysis, and employing the basic theories including forestry, ecology, environmental economics, policy science, and forest management, the policy of forest resources management was overall systematically studied in nature forest resources conservation project. The purpose is to offer the theoretical foundation for the fact that the country can adjust the bad factors in the current natural forest conservation and the management policy in time, and that the country designs, makes and improves the laws and the regulations and the science and validity of relevant forest management policy.
