Forest ecosystem is a life biological system based on earth. Only maintain its renewable, can forest constantly meet people's demand. How to balance the renewable and sustainability of economic use of forest resources, is not only an important practicable issue, but also a fundamental theoretical topic to explore.Implementation of classification forest management is a dynamic approach in China with aim of balancing the renewable and sustainability use of forest resources and meeting demand of multiple uses. In the 1960s, China began plantation of timber forests, construct of forest shelterbelt and construct nature reserve, and set up state forest farms. In the late 1980s, the well-know 'Forestry Classification Theory' came into force. In the 1990s, Chinese government formulated Forestry Classification policy which has been implemented from forestland categorization, and forestry ecological compensation policy was set up accordingly. In 2002, China has completed forest categorization nation wide which has defined ecological forest and commercial forest geographically. However, at present, mechanism of operation, management and policy of the two types of forests hadn't been fully built up.Currently, society demand for both economic and ecological benefit of forest is high. Study on Forestry Classification Management reform is necessary to improve Forestry Classification Management policy on the ground of recognizing people's behavior and implementing economic development theory specifically land and other production factors analysis. It is also practically and theoretically important to push forward forestry development soundly and speedy as well as forestry modernization.The research has systematically analyzed the development process of China's Forestry Classification Management reform. Theory of Public finance, Property rights, Institutional change, Capital management theory, Land-use theory as well as Sustainable development have been employed in the research. It explored necessary and significance of implementing Forestry Classification Management in China, analyzed current major policy, existing problems and incentives mechanism of the Reform. The paper present path design of the Forestry Classification Management reform by systematically demonstrated overall outline, principle, basic condition, classification of forestry entities, management mechanism and reconstruction of management mechanism. It also explored institutional demand of different forestry property entities under market economy, classification models and their guarantee approaches. In addition, the paper described relationship between forestry classification management and forests division management as well as forest multiple use with the aim of clarifying some misunderstanding of forestry classification management. The study systematically analyzed the main operating practices and experiences of forestry classification management in New Zealand, the United States, Japan and England from forestry development features, forestry management entities, policies and measures point of view, and discussed fundamental principle, objective rules of forestry classification management, and point out some policy recommendations.The author had undertaken empirical study on forestry management system reform in Guangdong, Guangxi, Fujian, Yichun, which has provide solid practical foundation for the study.
