Study On Sustainable Utilization Of Fishery Resources In Offshore Water Of Southern Zhejiang Province

Nowadays,sustainable utilization of fishery resources has been a hot spot for thesustainable development research of fishery and an important part of the theory andpractice of sustainable development.With fishery resources in the offshore watersbeing running out,reasonable and efficient exploration of offshore fishery fields hashighlighted itself as an effective channel to solve the sustainable utilization of China'sfishery resources.The offshore water of Southern Zhejiang Province is an importantpart of East China Sea.The study on the fishery resources conditions and the solutionto its sustainable utilization in this area will play a significantly directive role in thesustainable exploration in East China Sea.Undoubtedly,the development andutilization of fishery resources in the offshore water of Southern Zhejiang Provincecan not only be a temporary solution to the challenge that offshore water fishing boatshave to be confined within 200-nautical-mile's which is stipulated in the exclusiveeconomic zone system when it is implemented.From a strategic perspective,it is alsoessential to participate in the fishery development in an intemational or local level inthis area to protect China's national resources and fishermen's entitlements.Guidedby the theory of sustainable development and the outlook of scientific development,this paper investigates and analyzes the fishery resources and its current utilizationsituation in the offshore water of Southern Zhejiang Province.Through the analysis ofSWOT model,it puts forward solutions to the sustainable development of fisheryresources in this area from a strategic perspective.After research and analysis,fisheryresources characteristics in the offshore waters of southern Zhejiang province are asfollows:The meticulous study is exemplified by the following fishery resources,fishinggrounds,fishing periods and fishing methods in offshore water of Southern Zhejiang Province.1.There is an abundance of biological resources with a majority of tropical andsubtropical species.The survey shows that there are 416 species in the offshore waterof Southern Zhejiang Province,amongy which there are only 14 species with thevalue of development and utilization as follows:Psenopsis Anontala,TrachurusJaponicus,Trichiurus Haumela,Upeneus Bensasi,Lepidotrigla Microptera,NavodonXanthopterus,Loligo Duvaucelii,Loligo Edulis,Loligo Chinensis,MetapenaeopsisLongirostris,Metapenaeopsis Dalei,Parapenaeus Fissuroides,SolenoceraAlticarinata and Ovalipes Punctatus.the value of exploration and development infishery is limited and the species of high fishing production are less.2.Most of the biological species are different from those living in Zhejiangcoastal water;many are the species in deep-water or in tropical areas,rarely seen inoffshore waters and sharing more similarities with those in South China Sea.In theecological classification,most of them belong to the hyperthermal and hysaline group.3.Fish and cephalopods are the dominant species in fishing catching,accountingfor 86.08 percent.The amount of shrimps and crabs ranks second,accounting for11.47 percent of the total catching amount.4.The main species of fisheries resources have different fishing grounds andfishing periods and appear alternatively.Fish mainly appear in summer and autumn,cephalopods mainly during summer,shrimps and crabs mainly in spring and summer.5.Currently there are seven kinds of fishing methods in the offshore water ofSouthern Zhejiang Province:double boat trawls,single boat trawls,streaming gill nets,purse seine,long-line (eel long-line and hair-tail long-line) fished,light lift nets,beamshrimp trawls and so on.Based on the survey data and the results of SWOT matrix analysis,this paperputs forward the following solutions to the sustainable utilization of fishery resourcesin the offshore water of Southern Zhejiang Province. (â… ) From the Perspective of Fishery Development in Zhejiang Province1.In order to improve the output of marine fishery catching,diminish theintensity of offshore catching and reduce the impact brought by the implementation of200-nautical-mile's exclusive economic zone system,it is proposed to furtherstrengthen the development and utilization of fisheries resources in the offshore waterof Southern Zhejiang Province,Psenopsis Anontala,cephalopods,shrimps and crabsand so on in particular for they bear great potential for exploration.2.The deep water of fishing grounds and complex seabed topography in theoffshore water of Southern Zhejiang Province put a high demand on fishing gears,fishing methods,fishing technology and fishing equipments.Some traditional fishinggears fit for offshore fishing are inappropriate in this area.Therefore,it is necessaryfor some administrative departments to prioritize the scientific experiments andresearches in fishing gears and methods so as to increase production efficiency.Inaddition,the fishery resources investigation should also be intensified and theresearch should be focused on the biological and ecological characteristics of someimportant economic species so as to provide technological support for scientific andreasonable utilization of fishery resources in this fishing ground.3.The number of fishing vessels should be controlled and fishery managementshould be strengthened.The outlook of scientific development should be kept in mindto study biological resources and marine ecosystem laws and to rationally allocatefishing boats,fishing intensity so as to gradually balance the fishing intensity andfishery resources and help them to sustainably develop.The survey shows that thesingle trailers and shrimp trailers are fit to develop in the offshore water of SouthernZhejiang Province.Calculated in an annual single trailer production amount of 200t,the number of single-trailers should be controlled.Under the premise of reducing thelow-power single-trawlers,a number of single trawlers with larger power could workin deeper waters.At the same time,trolling,light induced purser and drift gill operations could be encouraged to develop.4.Advantages should be better exerted to positively respond to the regionalcompetition and flexibly treat the relation between two countries and among threeparties.International cooperation should be strengthened to invent fishing gears andmethods appropriate for this area.International consultation should also be improvedto enforce rational and effective fishing administrative regulations.(â…¡) From the Perspective of Protection of National Marine Rights1.It is recommended that the joint investigation over fishing resources should beimproved in the offshore water of Southern Zhejiang Province.Resources in thecondominium region should be enhanced with the help of China's consultationagencies concerned in the offshore water of Southern Zhejiang Province.It is not onlyto embody China's sovereignty over this area but also to lay the foundation for thefuture's resources development.2.Domestic groups or individuals in the form of contract should be encouragedto explore China's relevant waters,which can greatly inspire Chinese's enthusiasm todevelop marine resources.3.Adjacent countries should be united to explore by the accordance of theprinciple of"lay aside disputes and jointly develop"to show that China enjoys thesovereignty over this area and resources can be shared.(â…¢) From the Perspective of Marine Environmental Science1.It's necessary to establish an advanced,multi-disciplinary,multi-directionaland multi-level system to monitor fishery environment.The assessment of the fisheryenvironment quality and the method of fishery environment impact assessment shouldbe improved and developed.The assessment and the method should be qualitative,semi-quantitative and quantitative.The direct impact in the short term evaluationshould be combined with the indirect impact in the long run.Fishery water quality,sediment quality and the pollution system of aquatic biology comprehensive evaluation index should be established and improved.2.The theory of environmentally sustainable use of fishery water should bedeveloped.The ecological environment of natural fishing grounds and the technologyand model of the sustainable use of the hydrophilic biological resources should be setup.3.The ecological rehabilitation environment of fishing grounds and optimizedtechnology system should be established.Information technology of fisheryenvironment should also be developed.Monitoring and prevention service system offishery environment should be founded.Originality and recommendation for further study are:1.This paper is the first one based a one-year's or four-quarter's investigation inthe offshore water of Southern Zhejiang Province.It identifies 14 major economicfish.It also puts forward the fishing grounds period of these fish.2.This paper is the first one based on SWOT model to analyze the sustainableutilization of the fishery resources in the offshore water of Southern ZhejiangProvince.It puts forwards solutions and suggestions to the sustainable utilization ofthe fishery resources in this area from the perspective of the sustainable development.However,this research is based only in a one-year or four-quarter period so it isdifficult to have further judge on the dynamic changes of fishery resources.It isproposed to improve the mechanism research of dynamic change in the offshore waterof Southern Zhejiang Province so as to offer more solid evidence for the scientific andreasonable utilization of the fishery resources in this area.
